Accordingly, on the afternoon of October 22, heavy rain lasting for many hours in Tuyen Binh commune combined with water flowing from upstream caused the water level to rise rapidly during the night.
Although the people proactively continued to reinforce the dike to protect the rice, at about 9:00 a.m. on October 23, the high water pressure caused a section of the dike in Ca Na hamlet to break (about 10 meters long). Although the locality and people mobilized vehicles and forces to reinforce, the strong water flow submerged the entire 60 hectares of rice in floodwater, causing complete damage.
According to Mr. Nguyen Van Trung (Tuyen Binh commune), "The water level rose rapidly and broke the dike. The family's 3 hectares of rice in the dike area, which had been planted for about 75 days and cost more than 60 million VND, have now been completely lost."

Some sections of the dike protecting 400 hectares of rice in Ca Gua hamlet are threatened by floodwaters.

Localities continue to mobilize means to reinforce dikes to protect rice fields.
According to Chairman of Tuyen Binh Commune People's Committee Tran Tan Nho, on the morning of October 24, the commune recorded some more sections of the dike protecting 400 hectares of rice in Ca Gua hamlet being flooded, threatening this area. The locality mobilized vehicles to coordinate with people to continue reinforcing vulnerable sections to protect the rice./.
