Early completion of project documents to serve Gia Binh International Airport

On the morning of October 24, the Economic - Budget Committee of the Hai Phong City People's Council held a conference to review the draft resolution submitted by the City People's Committee to the 30th Session (special session) of the 16th City People's Council, term 2021-2026.

Attending the event were Vice Chairman of the City People's Council Bui Duc Quang, representatives of the People's Committee, the City Fatherland Front Committee, departments, branches, and People's Committees of Tran Nhan Tong and Le Dai Hanh wards.

The contents submitted to the City People's Council for consideration include: List of projects and works requiring land acquisition for compensation, site clearance, mineral exploitation as construction materials, site leveling for Gia Binh International Airport project (in Le Dai Hanh ward and Tran Nhan Tong ward); policy to change the purpose of forest use to other purposes to implement the project of exploiting minerals as fill materials at Hang Ho hill (Tran Nhan Tong ward) to serve the construction and site leveling for Gia Binh International Airport project.

After listening to the opinions of localities, departments and branches, comrade Nguyen Trong Tue, member of the City Party Committee, Head of the Economic - Budget Committee of the City People's Council, proposed that for the policy of changing the purpose of forest use to other purposes in the Tiger Cave area, the Department of Agriculture and Environment should preside over and standardize data, ensuring consistency between documents, ensuring uniformity before submitting to the City People's Council for consideration and decision. Urgently assess the flow, impact on flood escape corridors, traffic routes... to ensure scientific and objective basis.

Emphasizing the urgency of the task of serving the central key project, comrade Nguyen Trong Tue requested to speed up the completion of documents, processes and procedures. The Department of Agriculture and Environment shall synthesize all contents, coordinate with localities in propaganda work, grasp and evaluate public opinion, ensure that when implementing, there will be no problems and no impact on people's lives.

In response to concerns from the two wards, the Department of Agriculture and Environment continues to evaluate and supplement the list of related agricultural and forestry land. The Economic - Budget Committee agrees with the policy of changes in planning work, and requests the Department of Construction to coordinate with the Department of Finance to supplement, appraise, fully update, coordinate planning adjustments, and complete the local planning dossier of the city after the merger.

The Economic - Budget Committee coordinates with the Department of Agriculture and Environment to synthesize discussion opinions, explain, clarify and complete the report before October 25.

It is expected that the City People's Committee will submit to the City People's Council for consideration and approval of the list of projects and works requiring land acquisition for 3 land plots with a total area of 312.54 hectares. Of which, there are 252.54 hectares of mineral exploitation project in Vinh Tru islet area (Le Dai Hanh ward); 35 hectares of mineral exploitation project in Dong Mai field area (Tran Nhan Tong ward); nearly 25 hectares of mineral exploitation project in Hang Ho area (Tran Nhan Tong ward) to be used as site-leveling materials for the Gia Binh International Airport construction project. This is a national key project, a strategic dual-use airport that plays an important role in the development of the Northern region.

The Tiger Cave hill area is a planted forest, there is no natural forest, in accordance with the forestry and mineral planning and specific policies of the Government; it is allowed to exploit group 4 minerals, without having to base on the land use plan, except for cases of national defense and security land.
