Instead of the previous multi-center urban structure, the city now shapes three strategic development dynamics. The northern area in the old Binh Duong area is oriented to become a center for industrial support services and cargo logistics. The central area plays a leading role, developing high-quality services, finance, technology, innovation, education - training, specialized healthcare and international trade. The southern/southeast area in the old Ba Ria - Vung Tau area focuses on maritime services, import-export logistics and high-end marine - ecological tourism.

This three-pole model allows the city to expand its growth margin, reasonably allocate development momentum and enhance regional competitiveness.

In addition, the city is also reviewing and supplementing land funds until 2040, as a basis for adjusting the General Planning of Ho Chi Minh City until 2040, with a vision to 2060. The Department of Construction is building a mechanism to support investors in using budget capital to implement social housing, and at the same time urgently completing procedures for typical designs to shorten approval time and speed up project progress to serve the people.

The city focuses on perfecting the administrative apparatus and promoting the construction of digital government at the grassroots level.

In terms of economic development, the city aims to complete 100% of the public investment capital plan, striving to reach 128% of the capital allocated by the Prime Minister, prioritizing key projects and large capital. The city also supports businesses through credit incentives, tax deferrals, and administrative procedure reduction; and prepares to establish a Rapid Response Team to promptly resolve problems related to capital, technical human resources, production premises and logistics.

Regarding infrastructure development and urban planning, the city speeds up procedures for adjusting planning projects, deploying new master plans, completing plans for arranging working headquarters and public land; putting the Public Administration Service Center into operation in sync with 38 local teams receiving non-territorial records. The city urgently completes procedures for starting the construction of metro line 2 in 2025; promotes major infrastructure projects such as the Ho Chi Minh City - Moc Bai Expressway, Ring Road 2, renovating old apartment buildings, relocating houses on and along canals; deploying projects at 01 Ly Thai To and renovating Ben Nha Rong, expanding public spaces, serving the people. Construction order management continues to be tightened, violations are resolutely handled, and hot spots are not allowed to arise.

With high determination, a spirit of unified action and the “6 clear” principle, Ho Chi Minh City is proactively creating strong changes in all fields, aiming to complete the development goals by 2025 and lay a solid foundation for a new, modern, sustainable and international development stage.
