
The Office of the People's Committee of Ho Chi Minh City has just issued Notice No. 562/TB-VP on the conclusion of Vice Chairman of the People's Committee of Ho Chi Minh City Nguyen Van Dung at the meeting to listen to the report on the draft Project "Building the city into a major service center of the country and the region with high-class, modern, high-value-added service industries" (collectively referred to as the Project).
Accordingly, the Vice Chairman of the City People's Committee assigned the Department of Industry and Trade to urgently complete the draft Project. During the review and completion process, it is necessary to note: Research and closely follow the orientation of construction and development of Ho Chi Minh City in the next 5 years (2025-2030) approved at the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030. In which, determine the role and contribution of the service industry in the overall socio-economic development of the city.
Based on the assessment of the current situation, potential, and development trends of service industries, positioning the service industry of Ho Chi Minh City in relation to the development of major regional and international service centers for research; it is necessary to identify the strategic service industries of the city and propose appropriate solutions, balance resources (capital, land, infrastructure, human resources, etc.); it is necessary to focus on promoting the development of each service industry in each specific period.

The Vice Chairman of the People's Committee directed: Research and select core contents from related Projects that have been approved by competent authorities or are in the process of research and development to expand the scope, ensuring that individual Projects that have been, are being and will be deployed are plans to implement the overall Project of the city's service industry.
Projects such as: Project "increasing investment in developing logistics infrastructure, increasing loading and unloading capacity, seaport warehouses; anticipating supply chains, forming a regional-scale logistics service center"; Project to research a free trade zone associated with seaports in Cai Mep Ha area; Project "Developing a system of international exhibition centers in the city by 2030"; Project to develop the city's cultural industry by 2030...
From the service sectors identified as strategic priority sectors, potential sectors - which are the driving forces for promoting the city's economic development, it is necessary to review, research, and determine the development orientation framework for service sectors in the city along with regional and international service centers (such as: International Financial Center; ASEAN Regional Health Care Center; International Education and Training Center; National Center for Entrepreneurship and Innovation...).

Overall assessment of relevant influencing factors, proposing a suitable roadmap to realize the city's service development goals in the coming time.
It is necessary to research and propose key projects and works to focus resources on implementation to develop the city's service industry in each period.
The Vice Chairman of the Ho Chi Minh City People's Committee directed: On the basis of completing the draft Project, the Department of Industry and Trade is assigned to advise on preparing documents to submit to the City People's Committee to report to the Standing Committee of the City People's Committee Party Committee before November 15, 2025.
