This afternoon (May 8), Permanent Deputy Prime Minister Nguyen Hoa Binh, along with leaders and representatives of several central ministries and branches, had a working session with leaders of Ho Chi Minh City on the implementation of the construction of an international financial center (TTTC) in Vietnam and the removal of difficulties and obstacles related to 6 projects.
Actively implementing the policy of building an international financial center
Reporting on the construction of an international financial center in Ho Chi Minh City, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung said that, implementing the Conclusion of the Politburo and the Resolution of the Government on the construction of an international financial center in Vietnam, the City coordinated with the Ministry of Planning and Investment to organize a Conference to announce Resolution No. 259/NQ-CP dated December 31, 2024 of the Government on promulgating the Action Plan to implement Notice No. 47-TB/TW of the Politburo on the construction of a regional and international financial center on January 6, 2025.
At the same time, establish a Steering Committee for the construction and development of the financial market in Ho Chi Minh City. Organize seminars and discussions to consult with experts, including consulting and coordinating with experts, consulting units, investors, and strategic investment funds to survey, design, and propose appropriate policies and mechanisms to develop and attract investors to the financial market.
Along with that, the City People's Committee has directed relevant departments and branches to advise on the implementation of tasks, such as: Perfecting the Steering Committee and establishing a City Support Team and advising on the establishment of a Support Team for the City Steering Committee. Developing and promulgating a Resolution of the City Party Committee (Standing Committee of the City Party Committee) on implementing the Conclusion of the Politburo and the Resolution of the Government on building the TTTC, in which determining the direction of the TTTC's activities; preparing resources for the TTTC, training human resources for the management and operation apparatus...
Following the directions of the Central Government, the Government and on the basis of the resolution of the National Assembly about to be issued, Ho Chi Minh City will continue to coordinate with relevant ministries and branches to implement the establishment of agencies in the TTTC; establish and operate the TTTC management apparatus. Continue to develop and implement plans for training and investing in human resource development for the TTTC.
At the same time, continue to coordinate with ministries and branches to develop decrees, documents regulating and guiding the implementation of the National Assembly's Resolution on TTTC. Focus resources on investment in developing TTTC infrastructure, develop plans to mobilize resources, including resources from the State budget and private resources to develop infrastructure serving TTTC. Along with that, continue to call for and attract investors to participate; seek and select partners and strategic investors to develop TTTC in Ho Chi Minh City.
At the meeting, Vice Chairman of the HCMC People's Committee Bui Xuan Cuong reported specifically on the difficulties and problems related to 6 projects under Decision No. 1568/QD-TTg dated December 12, 2024 of the Prime Minister, including: Phan Dinh Phung Sports Center Construction Project; Investment Project to build a transit port cluster - ICD in Long Binh Ward, District 9 under the PPP form; Investment Project to build an Orthopedic Hospital; Project to build internal technical infrastructure of Zone I (ancient area) in the Historical - Cultural Park under the BT contract form; Project 428-430 Nguyen Tat Thanh Street, Ward 18, District 4; Project 239 Cach Mang Thang Tam Street, Ward 4, District 3.

Pay close attention to personnel preparation for the financial center.
Deputy Prime Minister Nguyen Hoa Binh emphasized that the construction and operation of the international financial center plays a particularly important role, especially in the context that we are about to enter a new era, a new development stage with strong acceleration and breakthrough. In fact, Ho Chi Minh City has formed a financial center but it is spontaneous, without incentives. We must prepare and establish the international financial center in a systematic manner, according to international standards.
The construction and operation of an international financial center is not only meaningful for Ho Chi Minh City but also for the whole country because it is a financial hub connecting to the global economy. With preferential policies, especially tax incentives and simple administrative procedures being built, international financial centers being promoted to be established in Vietnam are expected to have great appeal to investors.
Implementing the directions of the Central Government and the Government, Deputy Prime Minister Nguyen Hoa Binh highly appreciated Ho Chi Minh City for being very active in developing the international financial center, from proposing mechanisms and policies to implementing tasks and plans on developing infrastructure and human resources for the international financial center.
Once again affirming that building an international financial center is a major policy of the Party and State, the Permanent Deputy Prime Minister requested that Ho Chi Minh City focus on directing the early formation of infrastructure for the international financial center; and have thorough preparations in calling for investment.
In particular, we must pay close attention to the preparation of human resources for the International Center for Trade and Industry. The city has a plan for human resources, but it is time to discuss the specific framework, specific people, and specific positions in the international center for training to meet the job requirements as soon as the international center for trade and industry is put into operation.
"Human resource quality is the key factor that determines the quality of the TTTC. We accept the TTTC according to international rules and standards, so human resources must also follow international standards," Deputy Prime Minister Nguyen Hoa Binh stated.

Focus on reviewing and removing difficulties for all projects that are still stuck.
Referring to the content of removing difficulties and obstacles for businesses, Deputy Prime Minister Nguyen Hoa Binh said that Ho Chi Minh City has a large and strong number of businesses, making positive contributions to the locality in particular and the country in general. However, besides the advantages, business activities also have difficulties and obstacles, showing that there are still "covered" projects from 2010 to the present, which are very painful and wasteful.
According to the Permanent Deputy Prime Minister, the Central Government has just issued Resolution No. 68 on private economic development. Enterprises are very excited to receive and have high expectations for Resolution 68 - a highly actionable resolution, creating great confidence for enterprises.
To put Resolution 68 into practice, Ho Chi Minh City needs to have a specific action program to practically support private enterprises, have a new approach, a new perspective on the private economy so that the private economy is truly the most important driving force of the national economy, a pioneering force to promote growth, create jobs...
Deputy Prime Minister Nguyen Hoa Binh suggested that Ho Chi Minh City focus on reviewing and removing difficulties for all currently stuck projects to free up resources for development and combat waste.
Regarding the 6 specific projects reported at the meeting, based on the opinions expressed and clearly affirming the views of the ministries and branches, the Deputy Prime Minister requested that Ho Chi Minh City, according to its authority, focus on reviewing, resolving, ensuring the harmony of interests, especially the interests of investors, and thoroughly handling the remaining difficulties and problems for the 6 projects, no later than the third quarter of 2025.
