Ho Chi Minh City studies establishment of Steering Committee on social housing development

The Ho Chi Minh City Party Committee requires that the issuance of support and preferential policies for beneficiaries of social housing policies must ensure publicity, transparency, fairness, and targeting of the right subjects, in conjunction with the work of preventing and combating corruption, waste, and negativity.

The Ho Chi Minh City Party Committee has just issued a plan to implement Directive No. 34-CT/TW of the Secretariat on strengthening the Party's leadership in social housing development in the new situation.

According to the plan, the Ho Chi Minh City Party Committee requires strengthening propaganda, dissemination, raising awareness and responsibility of Party committees, Party organizations, authorities, agencies, units, cadres, Party members, people, especially leaders, about the nature and significance of social housing development. In particular, determining social housing development as a political determination, an important task of the entire Party Committee and the city's political system; is one of the key tasks that need to be prioritized in the city's socio-economic development; including social housing development targets in the city's 5-year and annual socio-economic targets.

By 2030, Ho Chi Minh City strives to complete the social housing development target according to the Prime Minister 's Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the period 2021 - 2030" and the city's housing development program in accordance with the practical situation after the merger of 3 localities.

To achieve the above goals, the Ho Chi Minh City Party Committee requires focusing on reviewing and promptly promulgating regulations and policies related to social housing development under the city's authority; support and incentive policies must ensure publicity, transparency, fairness, and targeting of the right subjects; and raising the level of housing support for subjects entitled to social housing support policies.

Promote administrative procedure reform, create favorable conditions for enterprises, organizations and individuals to participate in investing in developing social housing, and for beneficiaries of social housing support policies to have easy access to full information. Research and propose to minimize the time to complete administrative procedures in implementing legal procedures for investment, selecting investors, granting licenses, trading, buying, selling, managing and using social housing... in a quick, convenient, public and transparent manner. Have outstanding mechanisms and policies to encourage and attract social resources and investors to participate in investing and developing social housing projects, especially projects following the green model.

At the same time, focus on developing social housing for rent in urban areas using public investment capital; promote the socialization of capital for social housing development, especially from domestic and foreign enterprises. Review and promptly remove difficulties and obstacles to effectively implement the social housing support loan program. Study the formation of a social housing development fund, or a suitable financial institution model for long-term, sustainable social housing development; expand capital for social housing development from the city's development investment fund and foreign capital; encourage the formation of investment funds, investment trust funds and joint ventures and associations to implement social housing projects.

The Ho Chi Minh City Party Committee also emphasized the decentralization and strong authorization to localities in developing social housing, along with strengthening inspection, supervision, and ensuring the implementation of social housing projects, planning, land use plans, and land funds for social housing development in commercial housing projects for the right purposes. Closely manage and supervise the investment, construction, sale, lease, and use of apartments in social housing projects. Have strong enough sanctions to prevent and promptly handle violations, negativity, and group interests.

The Department of Construction is assigned to preside over and coordinate with relevant localities and units to advise and submit to the Ho Chi Minh City People's Committee to report to competent authorities to consider establishing a Steering Committee on social housing development and implementing support policies on social housing for policy beneficiaries. Review and consider strong decentralization and authorization in social housing development; review and promulgate according to authority or submit to competent authorities for consideration, amendment, supplementation, replacement, abolition or promulgation of new regulations, mechanisms and policies that are more appropriate.

The Department of Construction also presides over and coordinates with the Ho Chi Minh City People's Committee to direct the implementation of planning review and arrangement of independent social housing projects, or in commercial housing projects in convenient locations to connect traffic with industrial centers, ensuring synchronization of technical infrastructure and essential social infrastructure.

Review and supplement urban planning and industrial park planning, ensuring sufficient land for social housing development, including worker accommodation and housing for the people's armed forces. Develop and promulgate support and incentive policies for beneficiaries of social housing policies to ensure publicity, transparency, fairness, and appropriateness, in conjunction with the work of preventing and combating corruption, waste, and negativity.

Research and propose the development of diverse types of social housing and promulgate mechanisms and policies for purchasing, renting, and hire-purchasing social housing, accommodation, and dormitories for workers, low-income people in urban areas, students, and armed forces; increase the rate of social housing for rent; focus on supporting social housing for people with revolutionary contributions, the poor, and policy beneficiaries, etc.
