In his opening speech, Permanent Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho asked delegates to discuss, analyze and evaluate the work that has been done well and not well, clarify the causes and limitations to have solutions for implementation in the coming time. In particular, focus on discussing solutions on GRDP growth, especially in areas such as industry and services; disbursement of public investment capital; budget collection. Along with that, continue to perfect the 2-level local government apparatus, to operate smoothly to better serve people and businesses.
Discussing at the meeting, Mr. Nguyen Khac Hoang, Chief of Statistics of Ho Chi Minh City, assessed that Ho Chi Minh City's economy still maintained its growth momentum, but lacked the driving force for rapid growth. The economic situation in October had many bright spots such as: the industrial production index increased the highest in the period from February 2024 to present, in which the manufacturing and processing industry is still the main driving force; the attraction of foreign direct investment (FDI) increased very high, Ho Chi Minh City is among the localities attracting the best FDI in the country.

In addition to the bright spots, Mr. Hoang pointed out two low driving forces, which are export and public investment. He suggested that there should be a special topic to evaluate these driving forces. In particular, the disbursement of public investment capital is low, if the current progress is maintained, it will be very difficult to complete the target, there needs to be specific solutions to closely follow the set progress.
From the above analysis, Mr. Hoang said that to achieve the annual growth target of 8.5%, in the fourth quarter, the city must achieve a growth rate of 12.4%, which is a huge challenge. Therefore, he suggested that the city continue to focus on consumption motivation and increase promotions because this is still one of the essential driving forces.
In addition, the disbursement of public investment capital needs a specific plan. The city needs to review and integrate projects such as land fund development to increase revenue, social housing development, etc. into real estate market development projects to avoid overlap and better exploit resources.

Regarding the disbursement of public investment capital, by the end of October it reached 53.6%. Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung assessed that this is a very big task in the last months of the year. According to him, to complete the target, from now until the end of the year, the city needs to disburse about 2,000 billion VND per day. He asked relevant departments and branches to continue discussing and finding specific solutions.
Deputy Director of the Department of Finance Hoang Vu Thanh said that in the last months of the year, the city must disburse over VND55,000 billion, equivalent to over 46%. The city will focus on promoting site clearance, especially for large projects, and continue to accelerate new investment projects. The city has also established three working groups to promote disbursement of public investment capital. Meanwhile, the leader of the Department of Agriculture and Environment also affirmed that the working groups will focus on removing difficulties with the motto of solving on the spot, removing on the spot; completely resolving long-standing problems and backlogs in 2025.

Regarding the activities of the two-level local government, the leader of the Department of Home Affairs pointed out the current situation of overloaded commune-level officials, with both surplus and shortage of officials. According to the review, the city has more than 1,000 surplus positions, while lacking over 900 specialized positions. Of which, the majority of surplus positions are in positions such as clerical and office positions; there is a lack of specialized positions in health, education , etc. The Department advises on solutions for internal rotation in agencies, transfer from one commune to another, from the Party bloc to the government bloc, transfer and rotate department-level officials to the grassroots; recruit non-professional workers to work as civil servants and the final solution is to sign labor contracts.
Concluding the meeting, Standing Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho emphasized that the workload from now until the end of the year is very large. He requested the heads of departments, branches and localities to continue to promote the spirit of responsibility, solidarity, unity, and consensus, and to deploy tasks more synchronously, comprehensively and effectively. Accelerate in the last months of 2025 to strive to successfully achieve the goals and targets for socio-economic development in 2025.

He requested to continue to improve and stabilize the organizational apparatus, improve the effectiveness and efficiency of state management. Urgently remove difficulties and obstacles, ensure the stable, smooth, effective and efficient operation of local governments at two levels; complete the consolidation, arrangement and reorganization of commune-level personnel; continue to streamline the apparatus within a number of agencies and units.
Put into operation the City Public Administration Service Center, continue to strengthen the activities of 38 local teams to receive non-territorial records. Promote administrative procedure reform, complete investment and purchase of digital infrastructure equipment at the city public administration service centers and at commune, ward, and special zone levels...
