Avoid localism when organizing the apparatus

On May 25, 2025, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 157-KL/TW of the Politburo on implementing resolutions and conclusions of the Central Committee and the Politburo on restructuring the organizational apparatus (TCBM) and administrative units (ADU).

According to the content of Conclusion No. 157-KL/TW, to ensure progress and requirements for the consolidation and merger of provincial-level administrative units, not to organize district-level administrative units and reorganize commune-level administrative units, the Politburo requires Party committees and organizations at all levels to continue to do a good job of ideological work, ensuring internal solidarity and unity during the reorganization process, and for the new apparatus to operate smoothly.

The Politburo assigned the comrade assigned by the Politburo to convene and co-chair with the comrades secretaries of provincial and municipal Party Committees in the merger and acquisition area to direct the drafting of documents for Party Congresses at all levels, develop plans, prepare personnel work for Party Committees at provincial and municipal levels in the merger and acquisition area, and newly established commune levels; focus on leadership and direction to absolutely avoid local tendencies, ideologies, "group interests", and negativity.

The Politburo assigned the Standing Committees of the provincial and municipal Party Committees to proactively prepare for the implementation of the transfer of functions and tasks from the district level to the commune level after the merger, immediately after the legal documents take effect from July 1, 2025. In particular, ensuring the completion of the organizational structure and working conditions of provincial and commune-level agencies after the merger to operate synchronously, smoothly, effectively and efficiently, without interruption of work, without leaving vacant areas or fields, and without affecting the normal operations of agencies, organizations, enterprises and the people.

Put into operation at the new commune level from July 1, 2025, striving to complete before July 15, 2025. At the provincial level, striving to complete before August 15, 2025. Strictly prohibit any impact or intervention in the personnel arrangement process; strictly handle violations (if any).

The Politburo requested to urgently complete the draft Decree on decentralization, delegation of power and assignment of authority to local governments at two levels, the Decree regulating the functions, tasks and organization of specialized agencies under the People's Committees at provincial and communal levels in accordance with regulations. Provide temporary guidance on the staffing of specialized agencies under the People's Committees of communes, wards and special zones, to be completed in May 2025. After that, determine job positions and assign staffing to localities to ensure that within 5 years, the number of staffing basically complies with the regulations assigned by competent authorities.

Continue to review and promptly supplement instructions on the contents and tasks that need to be implemented or transferred when arranging provincial and commune-level administrative units, ending the operation of district-level governments, implementing the 2-level local government model, to be completed before June 5, 2025, ensuring the operation of 2-level local governments is smooth, continuous, uninterrupted and effective.
