According to the telegram, the flood on the Huong River (Hue City) and the Vu Gia-Thu Bon River ( Da Nang City) is currently rising above the alert level 3. It is forecasted that on the afternoon of October 27, the flood on rivers in Hue City will continue to rise rapidly. At Phu Oc station, it is likely to rise above the historical level of 2020 by 0.05-0.1m; at Kim Long station, it will rise above the alert level 3 by 1.10m; on the Vu Gia River at Ai Nghia station, it will continue to rise and be above the alert level 3. There is a high risk of deep flooding in low-lying areas along the river and flash floods and landslides in mountainous areas.

To proactively respond to exceptionally large floods and emergency floods, the National Steering Committee for Civil Defense requests ministries, branches and People's Committees of Hue and Da Nang cities to closely monitor developments of exceptionally large floods and emergency floods to promptly inform authorities at all levels and people to proactively prevent and avoid them.
At the same time, urgently organize the relocation and emergency evacuation of people in low-lying areas, riverside areas with high risk of flooding, and areas with high risk of landslides to safe places. Especially for Hue City, immediately deploy a plan to respond to the historic flood of 2020 or larger.
Localities, based on specific situations, proactively decide to let students stay home from school during periods of heavy rain and floods to ensure safety; arrange forces to control, support, and guide traffic in deeply flooded areas, and resolutely not let people pass through if safety is not ensured.
The Steering Committee also requested ministries, branches and localities to direct the operation and regulation of hydroelectric and irrigation reservoirs to ensure the safety of works and downstream areas;
Organize patrols, guard, deploy flood prevention plans, ensure safety according to alarm levels; prepare forces, materials and means to handle dike incidents at the first hour.
Localities immediately deployed forces, vehicles, supplies, food, and necessities in key areas, especially those at risk of separation and isolation, to promptly respond to and handle incidents according to the "four on-the-spot" motto.
Provinces direct local radio and television stations to increase information on developments of heavy rain, floods, emergency floods, and reservoir discharges to people and authorities at all levels for proactive prevention; specialized agencies coordinate with local television stations and media agencies, especially at grassroots levels, to propagate, disseminate, and guide people to proactively respond to minimize damage.
