At around 12:30 on October 27, Ha Nha Commune Police received a report that a woman was in labor but could not move due to rising floodwaters.
Immediately, the Commune Police force coordinated with the village People's Committee and local people to mobilize canoes and specialized vehicles to approach the area.
In heavy rain, strong currents and many deep flooded sections, officers and soldiers tried to bring the pregnant woman out of the danger zone, transfer her to a specialized vehicle and take her safely to Vinh Duc General Hospital.
