The dispatch of the Ministry of Construction said that according to the report of the National Center for Hydro-Meteorological Forecasting, in recent days, the area from Quang Tri to Quang Ngai continued to have heavy to very heavy rain, with rainfall in some places exceeding 400mm, especially at the center of Bach Ma rain (Hue) with rain reaching over 700mm in 9 hours.
To ensure the safety of people and vehicles participating in traffic, the Ministry of Construction requires units to focus on leadership, direction, review, update plans, proactively respond at the highest level, anticipate the worst scenario to ensure the safety of people's lives, not to be passive and surprised in any situation. The Vietnam Road Administration is assigned to focus on checking and reviewing areas at risk of flooding, landslides, flash floods to have a plan to handle and divert traffic from afar; coordinate with media units to inform local people.
The Department of Roads needs to arrange forces to guard and direct traffic at locations at risk of deep flooding and strong currents, especially at tunnels, overflows, ferry terminals, pontoon bridges, and ferries; assign people to guard, set up buoys, barriers, and signals at locations with deep flooding, overflows, broken road sections, and landslides... and resolutely not allow people and vehicles to pass while there is still a risk of not ensuring safety. For locations with large landslides and collapses causing traffic jams, the Department must direct road management and maintenance units to coordinate with localities to immediately deploy remote traffic diversion plans, promptly fix the problem, and ensure traffic clearance in the fastest time.

On the part of the Vietnam Railway Authority, Vietnam Railway Corporation , and the Ministry of Construction, it is required to strictly implement the patrol and guard regime at works, vulnerable locations, and key areas; Concentrate vehicles, materials, equipment, and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time; Have plans to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in sections where trains must stop.
The Vietnam Maritime Administration is responsible for requesting watercraft anchored near river bridges to urgently move to safe locations, absolutely not allowing vehicles drifted by floods to crash into river crossing structures.
In addition, it is necessary to urge inland waterway management and maintenance units to promptly withdraw buoys and signals before floods come or when receiving flood discharge notices from functional units; promptly re-deploy buoy and signal systems immediately after floods.
In the aviation sector, the Ministry directed to strengthen inspections of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.
Airlines closely monitor weather developments to promptly adjust flight schedules, routes and arrival terminals accordingly to ensure absolute safety of flight operations when there is bad weather caused by heavy rain.
The Departments of Construction of the Central region in areas of heavy rain and floods coordinate with regional road management units and local authorities to overcome incidents caused by rain and floods, carry out traffic diversion, and ensure smooth traffic.
