Implementing the Law amending and supplementing a number of articles of the Law on Product and Goods Quality.
The Law amending and supplementing a number of articles of the Law on Product and Goods Quality No. 78/2025/QH15 (hereinafter referred to as the Law) was passed by the 15th National Assembly at its 9th session on June 18, 2025, and will take effect from January 1, 2026.
The Prime Minister issued a plan for the implementation of the Law with the aim of ensuring unified direction from the Government and the Prime Minister; and close, regular, and effective coordination among ministries, sectors, localities, and relevant agencies and organizations in the implementation of the Law.
Specifically define the content of the work, deadlines, progress of completion, and responsibilities of relevant agencies and organizations in implementing the Law, ensuring timeliness, consistency, uniformity, effectiveness, and efficiency.
Establish a coordination mechanism among ministries, sectors, and localities in carrying out activities to implement the Law nationwide; raise awareness of the Law and the responsibility of ministries, sectors, localities, and the people in implementing the Law.
Ensuring the effective implementation of new provisions in the Law, especially the classification of product and commodity risk levels; and the application of digital technology in quality management and traceability.
Disseminating information, providing training, and offering professional development on the content of the Law.
One of the contents of the Plan is: Compiling documents, organizing propaganda, dissemination, legal education, training, and professional development on the content of the Law and detailed implementing regulations.
Review relevant legal documents related to the Law within the assigned state management authority; act within their authority or recommend to competent authorities to promptly amend, supplement, replace, repeal, or issue new legal documents to ensure compliance with the Law's provisions.
Draft two decrees guiding the implementation of the law.
Regarding the drafting of detailed regulations and guidelines for the implementation of the law, the Ministry of Science and Technology is tasked with leading the development of: a Decree detailing the implementation of several articles of the Law on Product and Goods Quality and the Law amending and supplementing several articles of the Law on Product and Goods Quality; and a Decree on product labeling. These two Decrees must be submitted to the Government before October 15, 2025, and promulgated before December 1, 2025.
At the same time, the Ministry of Science and Technology is responsible for organizing inspections of the implementation of the Law and its detailed regulations and guidelines.
The ministries and agencies managing specific sectors and fields, according to their respective functions and responsibilities, shall organize activities to support the implementation of the Law in accordance with legal regulations, including: providing guidance on the application of legal documents detailing the implementation of the Law; receiving and processing suggestions and proposals from agencies, organizations, and individuals during the implementation of the Law and its guiding documents; reviewing, evaluating, and updating the relevant database system; and ensuring the conditions for implementation as stipulated in Article 59 of the Law on the Promulgation of Legal Documents and Government Decree No. 80/2025/ND-CP dated April 1, 2025, on the organization of the implementation of legal documents.
