I work at a kindergarten in a border area, a particularly difficult village. May I ask, during the summer break, are teachers entitled to border allowances and seniority allowances? Are they entitled to teaching allowances during maternity leave? (mainhung***@gmail.com)

The working regime for preschool teachers is implemented according to the provisions of Circular No. 48/2011/TT-BGDDT dated October 25, 2011. In particular, the summer vacation time of teachers is 8 weeks, with full salary and allowances and subsidies.
The Ministry of Home Affairs is the agency in charge of advising the Government on policies for teachers working in areas with particularly difficult socio-economic conditions (Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government). Therefore, you need to contact the Ministry of Home Affairs for instructions and answers in accordance with regulations.
Special allowances for people working in border areas with especially difficult living conditions are implemented according to regulations in Circular No. 09/2005/TT-BNV dated January 5, 2005 of the Ministry of Home Affairs.
Accordingly, the special allowance is only paid for the months of actual work in the area. If you are still working at a school in a border area with particularly difficult living conditions, you are eligible for the special allowance (including during the summer break).
The Law on Social Insurance does not regulate issues related to preferential allowances for employees in various professions. Regulations on preferential allowances for teachers directly teaching in public educational institutions are implemented according to the provisions of Decision 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister and Circular No. 01/2006/TTLT-BGD&DT-BNV-BTC dated January 23, 2006 of the Ministry of Education and Training , the Ministry of Home Affairs and the Ministry of Finance.
For any questions or concerns about policies for teachers, please send them to the section: Readers' Mailbox - Education & Times Newspaper: 15, Hai Ba Trung (Hoan Kiem, Hanoi).
