
The Government Office has just issued Official Dispatch No. 11170/VPCP-CN dated November 14, 2025 conveying the direction of Deputy Prime Minister Tran Hong Ha on developing the public transport system and supporting people to use public transport and green transport.
The dispatch stated that considering the report of the Ministry of Construction on the roadmap for developing a synchronous and modern public transport system; proposing breakthrough mechanisms and policies to attract private investment, supporting people to use public transport and green transport, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to preside over and coordinate with the Ministries and agencies: Public Security, Justice, Finance, Industry and Trade, Agriculture and Environment, Hanoi People's Committee, Ho Chi Minh City People's Committee and relevant agencies and units, to consult with experts and scientists, and refer to the experiences of some advanced countries, on that basis to review and complete the report.
The Deputy Prime Minister noted that the report needs to clarify each specific task regarding proposed mechanisms, policies, planning, investment projects, resources, implementation organization... associated with the responsibilities of each agency, central or local level, and the roadmap for implementing each task; at the same time, clarify the product of the Report, the competent authority for approval (Government, Prime Minister or Ministries, branches, localities), approval procedures, and report to the Prime Minister before January 31, 2026.
In recent times, the Prime Minister has issued many directives to promote green transportation. In Notice No. 8/TB-VPCP dated January 8, 2025, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Finance to study policies to encourage state agencies and public service units to switch to green transportation to replace vehicles using fossil fuels.
In Notice No. 490/TB-VPCP dated September 17, 2025, the Deputy Prime Minister also requested the People's Committee of Hanoi City and the People's Committee of Ho Chi Minh City to focus on developing and promulgating a detailed and comprehensive Action Plan with a specific roadmap, reporting to the Prime Minister before approval; promptly announce and publicize the roadmap for switching to green means of transport, along with specific and feasible support policies for people and businesses to agree and implement.
Currently, Hanoi is implementing a roadmap for green conversion of public transport, with the goal of having 100% of buses using clean energy by 2030 - a step that demonstrates a strong commitment to reducing emissions and building a green lifestyle for people.
