The school does not agree with many contents in the minutes and requests that they be supplemented.
Mr. Dinh Van De, Acting Principal of Ly Tu Trong College in Ho Chi Minh City, has issued a statement about being concluded by the Ho Chi Minh City Department of Education and Training to have illegally collected 158 billion VND in tuition fees.
After receiving Notice 2361 from the Department of Education and Training of Ho Chi Minh City, the school responded to the Director of the Department and the People's Committee of Ho Chi Minh City, requesting consideration of a number of contents. On that basis, the People's Committee of Ho Chi Minh City issued an official dispatch requesting the Department of Education and Training to work with the school again to have comments, correctly evaluate the contents and report to the City People's Committee for handling.
According to the school's report, the inspection team of the Department of Education and Training worked at the school from April 22 to June 15.
On July 7, the inspection team approved the minutes. However, the school did not agree with many of the contents, requested additional explanations and only signed as requested by the head of the team.
By September 16, the school received Conclusion Notice 2361, but during that time the school did not receive any feedback from the inspection team or the draft conclusion, unlike the agreed content and notes of the head of the inspection team at the meeting on July 7.
One day later, the school sent a dispatch requesting the Department to review some contents in Notice 2361. Based on the school's response, the City People's Committee issued a dispatch regarding the request of Ly Tu Trong College, Ho Chi Minh City.

On September 29, the Department of Education and Training held a meeting to record the school's feedback and requested the school to have an official document to report to the Director of the Department of Education and Training and the City People's Committee. By October 2, the school had submitted an explanatory report but has not yet received a response from the Department of Education and Training.
The truth about the wrong collection of 158 billion in tuition fees
The school said that regarding the content of "temporarily collecting tuition fees of more than 158 billion VND from 15,943 students", the Department's conclusion stated: From the 2020-2021 school year to the 2024-2025 school year, Ly Tu Trong College, Ho Chi Minh City, temporarily collected tuition fees from 15,943 students, with a total amount of more than 158 billion VND; refunded 13,921 students, the amount of 137.6 billion VND. Currently, 2,022 students have not been refunded, the amount of 20.4 billion VND.
The school affirmed that the data in Notice 2361 was correct before March 2025, but needed to clarify: The total outstanding amount of 20.4 billion VND includes:
The tuition fee exemption (MGHP) for colleges (70% reduction for hazardous and arduous occupations) is 19.2 billion VND - mainly MGHP for the 2024-2025 school year. As of March 31, 2025, the 2024-2025 school year has not ended, so it cannot be paid to students; this amount is still in the Treasury. By the first semester of the 2025-2026 school year, the school has collected tuition fees and the remaining amount will be paid to students.
For the T4 intermediate level (junior high school graduates going on to intermediate level), the remaining MGHP amount is 1.18 billion VND/328 students. The reason is that students have not provided or provided incorrect bank account numbers, even though the school has repeatedly reminded them to provide them.
From March 2025 to September 2025, the school continues to pay MGHP to students, with only 176 students remaining, with a total amount of 554.7 million VND in the process of payment.
