On July 18, Ho Chi Minh City University of Technical Education and EMG Education signed a cooperation agreement to implement the PEIC international English certificate.
The event marks an important milestone in the cooperation process to improve foreign language skills for students of Ho Chi Minh City University of Technology and Education in particular and Vietnamese students in general, aiming at the goal of training an elite workforce to meet the development needs of the country, especially in the context of deep international integration.

Speaking at the ceremony, Associate Professor Dr. Le Hieu Giang, Principal of Ho Chi Minh City University of Technical Education, said that the school has more than 36,000 students, training 51 undergraduate programs, 19 master's programs, and 12 doctoral programs. Each year, more than 5,000 students graduate, so the need to take the English certificate exam to qualify for graduation is very high.
Associate Professor Dr. Le Hieu Giang also acknowledged the efforts of Dr. Dang Tan Tin, Head of the Foreign Language Department and Director of the Foreign Language Center, in finding a partner to organize the English exam approved by the Ministry of Education and Training (MOET). At the same time, he affirmed that Pearson and EMG are suitable partners.
“I believe in the sustainable and strong development of the three-way cooperation relationship between the school, Pearson and EMG. Thereby, I hope that the cooperation relationship will continue to develop and be sustainable in the future', Associate Professor, Dr. Le Hieu Giang emphasized.
The cooperation agreement is a premise for EMG Education Group, Pearson's exclusive partner in organizing PEIC certification exams in Vietnam, to coordinate with Ho Chi Minh City University of Technical Education towards establishing a PEIC testing center at the school, creating conditions for students inside and outside the school to access a prestigious international foreign language proficiency standard.
This agreement also lays the foundation for future cooperation projects between the two parties to develop high-quality testing and academic activities to improve students' foreign language proficiency, meet test requirements and effectively serve other practical purposes in study and work.
From June 2025, Ho Chi Minh City University of Technical Education has decided to recognize the exam results of the PEIC Level 2 certificate, part of the PEIC International English Certificate, as one of the school's foreign language output standards.
With this signing event, Ho Chi Minh City University of Technical Education and EMG Education Group help expand access to international PEIC certificates for students.
The cooperation not only creates conditions for students to access a standardized, reliable and practical assessment system, but also contributes to enhancing the school's reputation in the field of foreign language education and testing.
At the same time, this combination will facilitate EMG Education to expand the scope of PEIC test implementation, bringing international assessment standards closer to Vietnamese learners.

The PEIC (Pearson English International Certificate) certificate set includes 6 levels, from Level A1 to Level 5, corresponding to levels A1 to C2 according to the Common European Framework of Reference for Languages (CEFR), issued by Pearson education group.
Each level is designed to comprehensively assess the four skills of listening, speaking, reading and writing in real-life contexts, helping learners demonstrate their ability to use English effectively in study, work and international communication.
The value of the PEIC certificate is widely recognized by educational institutions, organizations and businesses around the world . Currently, PEIC is implemented in parallel in two forms: paper-based and computer-based.
In addition to the advantages of practicality and suitability to learners' needs, the recognition level of the PEIC certificate in Vietnam is also an advantage of this certificate set. Specifically, the Ministry of Education and Training has recognized PEIC as equivalent to the levels in the 6-level foreign language proficiency framework for Vietnam according to Decision No. 93/QD-BGDDT.
Candidates who pass the PEIC Level 2 certification are also exempted from the English exam in the high school graduation exam. In addition, PEIC has been recognized by more than 80 universities in Vietnam as an entrance or exit standard for undergraduate, master's and doctoral programs.
This number is constantly increasing as more and more universities and colleges apply international certificates as foreign language proficiency standards for their training programs.
In Vietnam, the PEIC certification exam is organized by EMG Education - a strategic partner of Pearson Education Group. EMG Education and Pearson have been approved by the Ministry of Education and Training to jointly organize the PEIC certification exam in Vietnam according to Decision No. 868/QD-BGDDT dated March 22, 2023 and Decision No. 2733/QD-BGDDT dated October 3, 2024.
