From August 1, how much will the driving license exam fee for A1, B1 and B2 increase?

The Ministry of Finance has issued Circular 37/2023/TT-BTC regulating the collection rates, collection, payment, management and use of driving test fees; fees for granting licenses and certificates to operate on various types of vehicles and fees for registering and granting license plates for specialized motorbikes.

Circular 37/2023/TT-BTC takes effect from August 1, 2023 and replaces Circular 188/2016/TT-BTC.

A1, B1 and B2 driving license exam fees

A1 driving license test fee from August 1, 2023: Theoretical test: VND 60,000/time (increased by VND 20,000/time compared to current regulations); Practical test: VND 70,000/time (increased by VND 20,000/time compared to current regulations).

B1 and B2 driving license test fees from August 1, 2023:

Theoretical test: 100,000 VND/time (increase 10,000 VND/time compared to current regulations).

Practical test in the form: 350,000 VND/time (increase 50,000 VND/time compared to current regulations).

Practical test on the road: 80,000 VND/time (increase of 20,000 VND/time compared to current regulations).

Car driving test using software simulating traffic situations: 100,000 VND/time (currently no fee is charged).

The driving test fee prescribed in Circular 37/2023/TT-BTC is applied uniformly nationwide (regardless of whether it is managed by a central agency or a local agency).

Candidates for the road motor vehicle driving test must pay the driving test fee for each part (calculated by test time: first test, re-test).

Regulations on driving test application documents

Specifically, Article 19 of Circular 12/2017/TT-BGTVT (amended in Circular 05/2023/TT-BGTVT) stipulates the driving test application documents as follows:

First, for first time driving test takers.

The driving training facility prepares a set of documents and sends them directly to the Vietnam Road Administration or the Department of Transport. The documents include: Documents specified in Clause 1, Article 9 of Circular 12/2017/TT-BGTVT; Primary certificate or training certificate for those taking the driving test for classes A4, B1, B2 and C; The list of proposed tests by the driving training facility with the names of the test takers.

Second, for those taking the test to upgrade their driving license to class B1, B2, C, D, E and class F.

The driving training facility prepares a set of documents and sends them directly to the Vietnam Road Administration or the Department of Transport. The documents include: Documents specified in Clause 2, Article 9 of Circular 12/2017/TT-BGTVT; Upgrade training certificate; List of proposed tests by the driving training facility with the names of the candidates for the upgrade test.

Third, for those who retake the test due to their driving license having expired according to regulations.

The driver prepares a set of documents and sends them directly to the Vietnam Road Administration or the Department of Transport. The documents include: Documents specified in Point b, Point c and Point d, Clause 1, Article 9 of Circular 12/2017/TT-BGTVT; Application for changing (re-issuing) a driving license according to the form specified in Appendix 19 issued with Circular 12/2017/TT-BGTVT.

Fourth, for those who retake the test due to losing their driver's license.
