Previously, on February 6th, the Ministry of Health issued Decision No. 295 announcing the abolition of 12 administrative procedures, including the procedure for "issuing health certificates for drivers, and conducting periodic health checkups for car drivers"... Therefore, many people believe that a health checkup is not required when taking a driving test.
The information that "a medical certificate is no longer required when issuing a driver's license" is inaccurate.
However, on March 26, the head of the Rehabilitation and Assessment Department of the Department of Medical Examination and Treatment Management (Ministry of Health ) stated that this information is inaccurate. A health check-up is a medical examination to determine health status, classify health conditions, or detect and manage diseases. Health check-ups for drivers to obtain driver's licenses are still being conducted as usual.
On the same day, Deputy Minister of Health Tran Van Thuan signed công văn (official document) No. 1435 addressed to local health departments and units, providing guidance on documents related to health examinations.
According to the old regulations, periodic health check-ups for seafarers working on Vietnamese ships; issuing health certificates for drivers; periodic health check-ups for car drivers... were administrative procedures.
However, according to the new regulations in the 2023 Law on Medical Examination and Treatment, this "is no longer an administrative procedure, but a process and professional technique implemented by medical staff according to their assigned functions and duties."
Therefore, the Ministry of Health issued Decision 295 to abolish these procedures from the list of administrative procedures.
In addition, the Ministry of Health also abolished two other administrative procedures: "Announcement of facilities qualified to conduct driver's health examinations under the authority of the Ministry of Health and other Ministries and sectors", and "Announcement of facilities qualified to conduct driver's health examinations under the authority of the Department of Health", as these were already stipulated in Decision No. 159 dated January 18th of the Ministry of Health.
