
On the evening of August 28, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep signed an official dispatch to the People's Committees of provinces and cities in the entire Northern region and from Thanh Hoa to Da Nang, requesting them to be ready to respond to new floods and storms, and to promptly overcome the consequences of storm No. 5.
According to the Ministry of Agriculture and Environment, in recent days, the storm's circulation has caused heavy to very heavy rain in many localities, causing floods in many places, causing serious damage to people, property and infrastructure.

Meanwhile, the meteorological agency forecasts that from the evening of August 29 to August 31, the area from Thanh Hoa to Hue will continue to have heavy rain of 150-350mm, with some places having over 600mm; the North and Da Nang will have widespread rain of 100-200mm, with some places having over 400mm.

This heavy rainfall poses a risk of flooding in low-lying areas (especially urban areas), flash floods on small rivers and streams, and landslides (mountainous areas).
The Ministry of Agriculture and Environment requested localities to mobilize forces and means to overcome damage, closely monitor forecast information, and promptly inform people about new floods.
The Ministry of Agriculture and Environment also requested to review riverside, stream and low-lying areas to clear the flow, organize the evacuation of people from dangerous areas; control traffic at deep flooded areas, fast-flowing water, landslide areas, and arrange forces for rescue.
Localities ensure the safety of dikes, reservoirs, irrigation works, mining sites and proactively drain water to protect production, residential areas and industrial parks.
