Mr. Tran Quoc Bao - Chairman of the Provincial Business Association said that the operation of construction enterprises is facing many difficulties, especially in site clearance, stemming from the capacity of the agency in charge of compensation, current status management and the determination of the locality. Mr. Bao proposed that the Provincial People's Committee direct the establishment of a district-level compensation clearance working group for each specific project.
The Provincial Business Association recommends that the Provincial People's Committee create conditions for enterprises to flexibly fulfill their deposit obligations and ensure project implementation. Regarding land allocation, the Provincial People's Committee considers approving investment phases, determining financial obligations, land use fees, issuing block certificates and sub-certificates for each lot, etc.
The Provincial Business Association also recommended that there should be consensus among relevant departments, agencies and sectors in promulgating regulations on land division, transfer, registration of changes, and issuance of sub-books from block books for qualified enterprises.
Regarding construction and installation, businesses are facing difficulties in construction due to scarcity of land and sand, and the actual price is too different from the inter-departmental price... Businesses have proposed that the Provincial People's Committee direct the solution to the shortage of construction materials; commercial and service businesses have proposed to reduce land rental prices for annual payments.
At the meeting, representatives of departments, branches and the People's Committee of Hoi An City and Dien Ban Town answered questions from the Provincial Business Association; at the same time, they pledged to actively coordinate and accompany businesses to overcome the current difficult period.
Vice Chairman of the Provincial People's Committee Tran Nam Hung shared the difficulties of the business community; at the same time, he requested relevant departments, branches and localities to accept the recommendations and proposals of the Provincial Business Association. Each branch and locality is responsible for supporting and resolving difficulties for businesses; if beyond their authority, they must report to the Provincial People's Committee for consideration and resolution.
Emphasizing that compensation and site clearance are important factors to speed up the progress of projects, Vice Chairman of the Provincial People's Committee Tran Nam Hung suggested that localities consider this an important and regular political task. It is necessary to develop specific and detailed plans for each project to implement; coordinate with businesses in propagating and mobilizing people.
