According to the report of the Department of Finance presented at the meeting, the socio-economic situation in the first 4 months of 2025 continued to have stable growth. State budget revenue by the end of April is estimated at 2,619,946 million VND, equal to 47% of the estimate assigned by the Prime Minister and equal to 36% of the target of the Provincial People's Council Resolution. The disbursement rate of public investment capital reached 8.3% of the capital plan assigned by the Prime Minister in detail for each project. In the whole province, there are 21 new investment projects, including 14 projects outside industrial parks and clusters and 7 projects inside industrial parks and clusters with a total registered capital of about 7,110 billion VND; compared to the same period in 2024, there was an increase of 19 projects, the total investment capital increased by about 6,857 billion VND. Discussing at the meeting, delegates commented that although there is a positive outlook compared to the same period in 2024, the disbursement rate of public investment capital in the province is currently very slow compared to the plan. The leaders of the People's Committees of districts and cities recommended: The Provincial People's Committee directs departments and branches to promptly guide the procedures for transferring public investment capital, especially capital for national target programs. Complete the zoning projects that have been deployed to speed up investment procedures for projects. Provide timely guidance on archiving documents and records when carrying out procedures for merging administrative units at commune and provincial levels.

Concluding the meeting, Mr. Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: On the growth momentum of the first quarter, departments and branches have resolutely directed the implementation of solutions for socio -economic development in 2025. However, the province's economic growth has shown signs of slowing down; the disbursement of public investment capital has not yet reached the set target. Therefore, it is recommended that departments, branches, districts and cities continue to pay attention to directing with the highest determination to achieve the target according to the set growth plan. Continue to implement solutions to increase revenue, remove difficulties and procedural problems to increase revenue from land use rights auctions. Strengthen direction of site clearance work to speed up the progress of key projects, creating momentum for economic development and for the benefit of people in the province.
In addition, the Chairman of the Provincial People's Committee emphasized: Prepare for the merger of administrative units at the commune and provincial levels, requesting relevant departments and branches to urgently direct and guide communes to review and make statistics on public assets. Increase the disbursement of public investment capital for projects that have been allocated capital. Ensure budget sources so that communes can start operating immediately after the formation of new communes.
