Attending the meeting were comrades: Major General Tran Thanh Hai - Deputy Commander of Military Region 5; Nguyen Tuan Thanh - Permanent Vice Chairman of the Provincial People's Committee; Duong Mah Tiep - Vice Chairman of the Provincial People's Committee. Together with heads of departments and branches: Provincial Military Command, Provincial Police, Natural Resources and Environment, Industry and Trade.

According to the report at the working session, the eastern part of the province currently has 4 areas at risk of landslides during floods, including: Nui Ganh (De Gi commune) with 66 households/300 people, Nui Cam (Cat Tien commune) 64 households/232 people, Tra Cong (An Hoa commune) 77 households/257 people and O3 village (Vinh Son commune) 40 households/132 people. In the western part of the province, a landslide occurred on the 500 kV station operation route in IaLy commune, forcing 6 households with 25 people to evacuate since October 20, and until now they have not been able to return to their old residence. As of 7:00 a.m. on November 5, 2025, the authorities had evacuated 268 households with 997 people in 4 landslide areas to safety.
Regarding the expected flooded areas, the Eastern region has 58 points in 19 communes and wards; the Western region has 15 points in 14 communes and wards. Regarding the risk of landslides, the Eastern region has 14 high-risk areas, 16 low-risk areas and 9 areas with the possibility of traffic disruption. Meanwhile, the Western region recorded 11 high-risk areas and 5 low-risk areas.
The Provincial Military Command has directed to notify and propagate 1,650 ships/11,550 workers operating in the sea areas to know the location, direction of movement and developments of the storm to proactively avoid and escape from dangerous areas. By 05:00 on November 5, 2025, there were 5,761 ships/40,237 fishermen anchored and operating near shore within the safe range; reinforced 2,425 aquaculture cages. At the same time, the Provincial Border Guard Command continued to connect and notify 575 ships/4,025 fishermen operating in the sea areas stretching from Quang Ninh to Kien Giang to safe anchorage. Directed to review and inspect vulnerable areas, breakwaters, areas where flooding and high tides may occur to have a plan to evacuate people. Move forces and vehicles of Border Guard Squadron 2 to safe anchorage; Coordinate with Quy Nhon, De Gi, and Tam Quan fishing ports to arrange and anchor boats to take shelter from storms to ensure safety.
Regarding the work of food, provisions and necessities, the Provincial Military Command has prepared 1,000 meals and drinking water for people in isolated areas. Distributed adequate materials and necessities to mobile forces performing tasks in all directions. Developed a plan to ensure adequate materials at the Forward Command Center to serve the Command Steering Committee in directing response work.

Speaking at the meeting, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan said that the province currently needs to evacuate about 100,000 households with nearly 400,000 people from dangerous areas. The province is focusing on implementing the evacuation work, focusing on coastal areas, flood and landslide areas. Regarding dam safety, the province has proactively discharged floodwaters to ensure the safety of the works. At the same time, forces are supporting people and businesses to reinforce their houses. The province has also decided to let students in the eastern areas stay home from noon on November 5 to ensure safety.
Chairman of the Provincial People's Committee Pham Anh Tuan added that people who are subject to relocation will be supported by the province's resources. Specifically, displaced people will be supported with 50,000 VND/person/day, and households receiving displaced people (interspersed relocation) will be supported with 20,000 VND/person/day. In case people are arranged to live in concentrated areas, the province will fully ensure the regimes.
Regarding storm response forces, from today, all forces related to storm prevention and control have been put on standby. The province has established 12 forward command posts in key areas to direct and operate response work. Regarding vehicles, the province has assigned the Provincial Police and the Provincial Military Command to mobilize vehicles to vulnerable areas. At the same time, the province has also prepared a plan to prohibit people and vehicles from going on the roads when the storm makes landfall to minimize damage.
With the forecast that storm No. 13 will make landfall in the eastern part of the province and affect some western localities, the Chairman of the Provincial People's Committee requested Military Region 5 to support more forces and vehicles, promptly reinforce the Forward Command Centers to coordinate with local authorities to support the evacuation of people, reinforce houses and respond to emergencies. Comrade Pham Anh Tuan also requested Military Region 5 to support additional military communication systems, as the province currently has only 7 satellite phones to serve command work in case of loss of communication.

Concluding the meeting, Lieutenant General Le Ngoc Hai - Commander of Military Region 5 acknowledged the proactive and determined spirit of Gia Lai province in storm prevention work. Lieutenant General Le Ngoc Hai suggested that the province continue to promote the "4 on-site" motto: on-site command, on-site forces, on-site means, on-site logistics; at the same time, step up propaganda to raise people's vigilance, not to be subjective, not to underestimate the storm's developments. Forces need to stay close to the base, grasp the situation in vulnerable areas, deploy timely, synchronous, safe and effective response plans.
Lieutenant General Le Ngoc Hai requested localities to mobilize maximum local forces, in residential groups, villages, and hamlets to join in supporting people in securing their houses, harvesting agricultural products, and reinforcing civil works before the storm. Border guards need to focus on guiding and supervising the mooring of boats, mobilizing fishermen to leave dangerous sea areas; police forces should develop plans to set up checkpoints, strictly prohibiting people from traveling in dangerous areas during the storm. The Commander of Military Region 5 also noted that people should not be subjective in the western part of the province, where the mountainous terrain is complex, with the potential risk of landslides and traffic disruption when there is prolonged heavy rain.
The Commander of Military Region 5 affirmed that the Military Region will mobilize forces, vehicles, and equipment to support Gia Lai province throughout the process of responding to and overcoming the consequences of the storm. The coordination between the military and local authorities will ensure that rescue, relief, and protection of people are carried out quickly, safely, and most effectively./.
