On the afternoon of February 25, Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a meeting to listen to the Department of Finance report on a number of submissions from the Provincial People's Committee to the Provincial People's Council.

The delegates listened to the Department of Finance report on the content of the submission No. 59/TT-STC, dated February 14, 2025, requesting the Provincial People's Committee to submit to the Provincial People's Council a resolution regulating the authority to manage and use public assets; the authority to decide on approving tasks and budget estimates for purchasing assets and equipment; approving tasks and budget estimates for renovating, upgrading, expanding, and constructing new construction items in projects that have been invested in and constructed at agencies, organizations, and units under the management of Thai Binh province. Consulting the Provincial People's Council to issue this resolution is necessary, appropriate in terms of authority, in accordance with the provisions of the Government's decrees and the actual situation of the locality. The draft resolution consists of 3 chapters with 20 articles, of which chapter 1 stipulates the scope of regulation and subjects of application, chapter 2 has specific provisions, and chapter 3 stipulates the organization of implementation.

Regarding the report No. 60/TT-STC dated February 14, 2025 requesting the Provincial People's Committee to consider and issue a decision regulating the registration period for centralized procurement of assets (except for drugs, chemicals, medical equipment, testing supplies) of agencies, organizations, and units under the management of Thai Binh province, the Department of Finance has developed a structure and basic contents in the draft including 4 articles, specifically: Article 1 stipulates the scope of regulation and applicable subjects; Article 2 stipulates the registration period for centralized procurement.

Based on the opinions of the delegates, in his concluding remarks, comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee emphasized the significance of the draft resolutions and decisions.
The Standing Vice Chairman of the Provincial People's Committee requested the Department of Finance to absorb the opinions of the delegates to complete the draft resolution and decision in the direction of creating conditions for maximum decentralization for all levels, sectors, and heads of units in purchasing, managing, and using public assets and being responsible before the law and the Provincial People's Committee; assigning the Department of Finance to preside over and coordinate with departments, sectors, and localities to guide, manage, synthesize reports, handle difficulties and problems, and promptly report to competent authorities for resolution according to regulations.
