On the afternoon of February 25th, Comrade Nguyen Quang Hung, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, chaired a meeting to hear the Department of Finance report on several proposals submitted by the Provincial People's Committee to the Provincial People's Council.

The delegates heard a report from the Department of Finance on the content of submission No. 59/TT-STC, dated February 14, 2025, requesting the Provincial People's Committee to submit to the Provincial People's Council a resolution stipulating the authority to manage and use public assets; the authority to decide on and approve tasks and budget estimates for the procurement of assets and equipment; and the approval of tasks and budget estimates for the renovation, upgrading, expansion, and new construction of project items in projects already invested in and built at agencies, organizations, and units under the management of Thai Binh province. Advising the Provincial People's Council to issue this resolution is necessary, appropriate in terms of authority, in accordance with the regulations of the Government decrees and the actual situation of the province. The draft resolution consists of 3 chapters with 20 articles, in which Chapter 1 stipulates the scope of application and subjects of application, Chapter 2 contains specific regulations, and Chapter 3 stipulates the organization of implementation.

Regarding the submission No. 60/TT-STC dated February 14, 2025, requesting the Provincial People's Committee to consider and issue a decision regulating the deadline for registering for centralized procurement of assets (excluding medicines, chemicals, medical equipment, and testing supplies) of agencies, organizations, and units under the management of Thai Binh province, the draft prepared by the Department of Finance has a structure and basic contents consisting of 4 articles, specifically: Article 1 stipulates the scope of application and subjects covered; Article 2 stipulates the deadline for registering for centralized procurement.

Based on the opinions of the delegates, in his concluding remarks, Comrade Nguyen Quang Hung, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, emphasized the significance of the draft resolutions and decisions.

The Standing Vice Chairman of the Provincial People's Committee requested the Department of Finance to incorporate the opinions of the delegates to finalize the draft resolution and decision in a way that facilitates maximum decentralization to all levels, sectors, and heads of units in the procurement, management, and use of public assets, while holding them accountable before the law and the Provincial People's Committee; assigning the Department of Finance to take the lead and coordinate with other departments, sectors, and localities to provide guidance, manage, compile reports, address difficulties and obstacles, and promptly report to the competent authorities for resolution as prescribed.
