Continuing inspections regarding land, construction, and environment in Bien Hoa 1 Industrial Zone.

(Dong Nai) - On December 15th, Mr. Ho Van Ha, Provincial Party Committee member and Vice Chairman of the Dong Nai Provincial People's Committee, worked with relevant departments and agencies, the People's Committee of Tran Bien ward, and the Provincial Land Fund Development Center on the progress of compensation and land acquisition for the implementation of the Project to convert Bien Hoa 1 Industrial Park into an urban - commercial - service area and improve the environment.

Reporting at the meeting, Mr. Chu Tien Dung, Deputy Director of the Provincial Land Development Center, stated that Bien Hoa 1 Industrial Park is divided into three areas for land acquisition.

Area 1 covers 50.5 hectares, and approximately 87% of the land has been cleared. In the remaining area, some businesses are in the process of relocating, but progress is slow, and some facilities are still maintaining production. The center continues to intensify efforts to persuade and urge these units to promptly dismantle structures and relocate machinery to hand over the land.

Area 2 covers 103.5 hectares, with approximately 46% of the land cleared. The remaining area is being dismantled by businesses, with some committing to completion by December 2025, others by January 2026; and five companies yet to commit to relocation.

For Zone 3, covering an area of ​​175 hectares, approximately 36% of the land has been cleared. Many businesses have committed to handing over the land, however, there are still 14 cases that have not committed to relocating and handing over the land.

In the coming period, the Provincial Land Development Center will coordinate with the People's Committee of Tran Bien Ward to complete the approval of compensation plans and issue land acquisition decisions for the remaining businesses; organize the posting and announcement of compensation plans in accordance with regulations. At the same time, they will continue to work with and encourage businesses in Area 3 to relocate promptly; and compile a list of eligible cases for enforcement according to regulations.

The center also recommended that the Provincial People's Committee consider several issues related to regulations on compensation and support for land, crops, relocation of power systems and technical infrastructure.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha reiterated the policy of relocating Bien Hoa 1 Industrial Park, which was established in 2009. After more than a year of vigorous implementation, progress has generally been positive, with many large enterprises having handed over their land or in the process of dismantling and relocating. However, there are currently signs of stagnation at some enterprises despite commitments, and the Provincial People's Committee has organized dialogues to resolve these issues.

The Vice Chairman of the Provincial People's Committee requested the Provincial Land Development Center to conduct a comprehensive review and report on the feasibility of completion within two timeframes: before December 31, 2025, and before January 31, 2026. The Department of Construction was tasked with reviewing and resolving all outstanding issues in the area designated for the new Provincial Political and Administrative Center. The inter-agency inspection team of the Provincial People's Committee continued to inspect compliance with land, construction, and environmental laws for facilities that have not yet committed to relocation.

Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized: "The greatest significance of relocating Bien Hoa 1 Industrial Park is not the construction of an administrative center or urban-commercial area, but rather preventing the risk of water pollution in the Dong Nai River and creating a better living space for the people."
