Provincial People's Committee: Summary of local defense and military work in 2023

On December 13, the Provincial People's Committee held a conference to review the implementation of local national defense and military (QP, QS) work in 2023. Attending the conference were comrades: Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee; leaders of departments, branches, sectors and units in the provincial armed forces.

The conference assessed the results of the implementation of local defense and security tasks in 2023 and disseminated to delegates Directive No. 53-CT/TU dated December 5, 2023 of the Provincial Party Standing Committee and Plan 748/KH-UBND dated December 8, 2023 of the Provincial People's Committee on the implementation of local defense and security tasks in 2024. According to the assessment, in 2023, the Provincial People's Committee directed the implementation of local defense and security tasks. Directed the Provincial Military to increasingly improve the quality of politics , ideology, organization and combat readiness; focused on leading and directing the effective implementation of national defense and security education, completing the target of fostering defense and security knowledge for the subjects. All aspects of policy work were effectively implemented in accordance with the policies of the Party, State and Army; well organized the activities of "Repaying gratitude", "Drinking water, remembering its source" and well resolved the post-war backlog policies. The work of selecting and calling citizens to join the army was strictly implemented, achieving 100% of the assigned targets. The potentials of the defense zone (KVPT) were consolidated and enhanced; the political security situation, order and social safety in the province were maintained; the all-people national defense, the all-people national defense posture associated with the people's security posture were increasingly solid, creating favorable conditions for the local socio-economic development.

Speaking at the conference, the Standing Deputy Secretary of the Provincial Party Committee acknowledged and commended the achievements in implementing the local defense and security tasks in 2023 of agencies and units, especially the provincial armed forces. In 2024, he requested the Party committees, authorities and the provincial armed forces to continue to thoroughly grasp and effectively implement the Party's viewpoints, policies, guidelines, directives, resolutions, conclusions, and strategies on military, national defense, and great national unity, build and consolidate the people's hearts, create a solid foundation for national defense and people's security; study and advise on the concretization of the implementation of the 8th Central Resolution (13th tenure) on the strategy to protect the Fatherland in the new situation in the locality. The provincial armed forces proactively coordinate to grasp the situation, advise on leadership, and organize the implementation of assigned political tasks. Continue to pay attention and take care of building strong local armed forces in all aspects; promote the movements "Army joins hands to build new countryside", "Army joins hands for the poor"; continue to carry out well the emulation movement "Skilled mass mobilization"...

Concluding the conference and deploying the tasks of local defense and military in 2024, the Chairman of the Provincial People's Committee requested all levels, branches and the provincial armed forces to focus on thoroughly grasping and effectively implementing Directive No. 53-CT/TU and Plan 748/KH-UBND on implementing local defense and military tasks in 2024. Continue to improve the quality of building potentials in the provincial and district defense zones to ensure synchronization, solidity and comprehensiveness. Strengthen state management of national defense; build a strong local armed force in all aspects, ready to meet the requirements and tasks in the new situation. Do a good job of mobilizing, selecting and calling citizens to join the army. Pay attention to doing a good job of national defense and security education. Combine doing a good job of political tasks, economic development, taking care of social security policies with strengthening national defense and security; Closely coordinate forces in protecting political security and social order and safety in the area. He assigned the Provincial Military Command to advise on implementation, monitor, inspect, and guide sectors and localities to implement synchronously, uniformly, and effectively.

On this occasion, the Chairman of the Provincial People's Committee awarded certificates of merit to 6 collectives and 5 individuals with outstanding achievements in emulation to perform local defense and security tasks in 2023. The leaders of the Provincial Military Command awarded emulation flags and the titles of "Determined to Win Unit", "Basic Emulation Soldier" of the Political Commissar of Military Region 5 to 6 collectives and 8 individuals with outstanding achievements in the emulation movement to win of the Military Region in 2023.
