The BIM model uses technology to digitize construction information, expressed through a three-dimensional (3D) spatial model to support the design, construction and operation management process. In Vietnam, this model has been implemented, the roadmap for application in construction activities was approved by the Prime Minister in Decision No. 258/QD-TTg dated March 17, 2023 with mandatory requirements.

Accordingly, from 2023, for grade I and special grade projects and from 2025, for grade II and above projects of new construction investment projects using public investment capital, foreign capital for public investment and investment under the public-private partnership method, BIM must be mandatory to begin project preparation work.

BIM file is a component of construction design documents and project completion documents. The investor is responsible for providing this file along with other types of documents as prescribed when appraising the feasibility study report, appraising the construction design implemented after the basic design, applying for a construction permit and acceptance.

In fact, for the construction industry, the process of "BIM - Building Information Modeling" is not too far away because this is an advanced process widely applied in the industry. This BIM model is much more advanced than simple 2D, 3D drawings, they are created by smart models with a lot of necessary information.

According to the roadmap for applying the BIM model approved by the Prime Minister, Hanoi is entering the first phase with a focus on training and coaching to remove a series of obstacles for management units and investors. Thereby helping relevant parties proactively apply BIM in the process of implementing projects.

Mr. Do Chi Hung, Head of Construction Management Department (Hanoi Department of Construction) said that in Hanoi, Hanoi City has approved the application of building information modeling (BIM) for 8 projects, including 4 projects to renovate, upgrade or build new hospitals such as Dong Da General Hospital, Traditional Medicine, Eye Hospital and Kidney Hospital 2; upgrade Hanoi Forensic Center; build Youth Sports and Culture Palace, Le Hong Phong Cadre Training School and invest in building a grade-separated intersection between Ring Road 3.5 and Thang Long Boulevard.

In addition, according to the plan issued by the Hanoi People's Committee in Decision No. 2029/QD-UBND (dated April 17, 2024), in the period of 2024-2025, Hanoi will conduct training to improve the ability to apply construction information models for agencies, organizations and enterprises operating in construction.

According to Mr. Do Chi Hung, it is expected that in the third quarter of 2024, the Hanoi Department of Construction will organize 2 training courses on basic knowledge of building information modeling to help construction officials recognize basic terminology, viewing methods, content to be viewed, and save BIM data files...

Currently, the Ministry of Construction is soliciting comments on the draft Circular amending and supplementing Circular No. 12/2021/TT-BXD of the Ministry of Construction on promulgating construction norms. In particular, it adds costs for applying BIM when preparing feasibility study reports, technical economic reports, etc. with costs not exceeding 15-20% of the cost of designing construction drawings of the project.
