Chairman of the Committee for Science, Technology and Environment Le Quang Huy emphasized that the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality is one of the important bills, aiming to institutionalize the Party and State's policies and guidelines on product and goods quality, meeting the requirements of international economic integration, in line with Vietnam's commitments in new-generation free trade agreements.
The Law Project is designed to create a transparent production and business environment, promote trade development, export and import markets, contribute to improving national competitiveness and achieve the goal of rapid and sustainable growth in the coming time.

At the same time, the draft Law also aims to institutionalize the contents of investment and development of national quality infrastructure; innovate methods of product and goods quality management; promote the application of scientific and technological solutions and digital transformation to strengthen state management of product and goods quality.
In a summary report on the Draft Law, a representative of the Ministry of Science and Technology said that the draft Law is built on four major policy groups approved by the National Assembly, including: classifying and managing the quality of products and goods based on the level of risk; developing national quality infrastructure (NQI); enhancing the application of science, technology and digital transformation in the management of product and goods quality; and innovating policies to support businesses in improving productivity, quality and competitiveness.

Through discussion, delegates highly appreciated the agency in charge of the review for being proactive, receptive, and accepting many comments on the draft Law during the preliminary review process to complete the draft Law.
Delegates agreed on the necessity of the draft Law to implement the Party and State's policies and guidelines on perfecting institutions in the field of product and goods quality management. In response to new requirements of practice and international integration, and to overcome shortcomings and inadequacies arising in the implementation of the Law on Product and Goods Quality, the development of a Law amending and supplementing a number of articles of the Law on Product and Goods Quality on the basis of promoting the advantages and overcoming the limitations of the Law on Product and Goods Quality is very necessary.
Delegates focused on giving comments on many specific contents, such as the scope of regulation, explanation of terms; principles of classifying products and goods according to risk level; policies to support businesses in applying digital technology in quality management; state management responsibilities, etc.
There are suggestions that the Ministry of Science and Technology should soon issue National Standards and National Technical Regulations on goods traceability; develop financial and credit policies to support businesses in applying technology in tracing the origin of goods; supplement regulations on electronic traceability; and stipulate the responsibility of businesses in recalling products when products and goods do not ensure quality.

There are suggestions to add a mandatory roadmap for traceability of essential or high-risk products instead of just voluntary regulations; clearer regulations on the management of information products, such as network security criteria, software update requirements, etc.
Regarding the application of science and technology in product and goods quality management, delegates said that this is a correct policy, consistent with the spirit of Resolution 57-NQ/TW of the Politburo. In addition, there were opinions suggesting adding the principle of ensuring safety in sharing information in the application of science and technology in product and goods quality management.
At the meeting, explaining and clarifying a number of issues raised by delegates, Minister of Science and Technology Nguyen Manh Hung stated that the Ministry will absorb opinions to review, revise and complete the draft Law to ensure the highest quality before submitting it to the National Assembly for approval at the upcoming Ninth Session.
Speaking at the end of the meeting, Chairman of the Committee on Science, Technology and Environment Le Quang Huy said that after 2 days of active, urgent, straightforward and responsible work, the 12th Plenary Session of the Committee on Science, Technology and Environment had completed the entire proposed program.
Delegates reviewed five draft laws: the draft Law on Science, Technology and Innovation; the draft Law on Atomic Energy (amended); the draft Law on Railways (amended); the draft Law on amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; the draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality.
Chairman of the Committee Le Quang Huy stated that the delegates attending the meeting actively participated in giving opinions and expressing their enthusiasm and depth on the issues; he requested that the Standing Committee of the Committee on Science, Technology and Environment synthesize, research, absorb to the maximum, and complete the verification reports to sign and submit to the National Assembly.
Chairman of the Committee Le Quang Huy also requested that the Standing Committee of the Committee on Science, Technology and Environment, together with relevant ministries and branches, carefully study the opinions at the meeting, closely coordinate, and promptly complete the work according to the conclusions, ensuring quality and progress in submitting to the National Assembly.
