In Ha Tinh , a land rich in traditions of studiousness, revolution and humanity, culture is not only a memory of the past but also an endogenous resource, a driving force for the aspiration for sustainable development.

Since the first years of implementing Resolution 18 of the Provincial Party Committee on “Building and developing Ha Tinh culture and people in the new period”, up to now, the awareness of the role of culture has changed dramatically. Culture is placed on par with economics and politics , becoming a pillar of the comprehensive development process. Ha Tinh is also one of the localities that issued a specialized resolution on culture, identifying this as a central field, determining the quality of human development.
According to Mr. Nguyen Viet Truong - Director of the Department of Culture, Sports and Tourism of Ha Tinh: "Culture must become the center of development, a condition and also a goal of society. Without a cultural foundation, material development will be unsustainable and people will easily be caught up in consumerism and pragmatism."

That viewpoint is gradually being realized through many specific policies and guidelines. In the past few years, the province has issued Resolution 98 on developing culture, sports, and tourism, paving the way for investment in grassroots cultural institutions, restoring relics, and encouraging socialization in preserving and promoting heritage. In particular, the Provincial Cultural Conference held at the end of 2023 has become an important forum, demonstrating the determination to revive culture, bringing spiritual values back to the center of social life.
However, Mr. Truong also frankly admitted: “There are still gaps in the implementation of resolutions. The mechanisms, policies and investment resources for culture are not commensurate. The potential and advantages of Ha Tinh culture and people have not been fully exploited.”

In fact, currently, some historical and cultural relics are deteriorating, community cultural activities are lacking in depth, and have not really created a widespread influence among the people. Meanwhile, the impact of the market economy, social networks, foreign cultures... are changing the lifestyle and tastes of young people, posing an urgent need to preserve identity.
In that context, Ha Tinh is even more steadfast in its view that “investing in culture is investing in sustainable development”. Culture is not a byproduct of growth, but a prerequisite for people to develop harmoniously, with courage, personality and creativity. A strong culture will help stabilize society, minimize conflicts of interest, and foster confidence and the will to overcome difficulties - which have created the identity of Ha Tinh people through many historical changes.

According to Mr. Truong, to arouse and promote cultural resources, the most important thing is to raise awareness and the leadership role of Party committees and authorities at all levels. Culture must be included in the specific action programs of each unit and locality. It is necessary to consider cultural development indicators as criteria for assessing social progress. Along with that, it is necessary to build a team of cultural workers with sufficient capacity and enthusiasm.
A new direction is opening up as Ha Tinh promotes the application of digital technology in the fields of culture and tourism; promotes the construction of a cultural and tourism data center, connecting with the national database. The digitization of heritage will help preserve and promote the image of Ha Tinh to the world.

Along with digital transformation, Ha Tinh also aims to prioritize investment in cultural infrastructure such as cinemas, theaters, children's cultural centers, parks, libraries, museums... with the goal that each cultural facility built is not only a place to serve spiritual life, but also a symbol of development vision, demonstrating the government's concern for the spiritual life of the people.
Culture cannot be separated from people. A healthy cultural environment must start from the family, school, workplace and community. The family is where the seeds of personality are sown, the school is where knowledge and emotions are cultivated, and society is where those values are revealed. Restoring and promoting village rules and regulations at the grassroots level is also a way to form a sense of self-management and a civilized lifestyle in the community.

More than ever, in the integration period, when people can easily access all global values, Ha Tinh needs to maintain its "cultural identity". Ha Tinh's cultural identity is not only about Vi and Giam songs, ancient communal houses or village festivals, but also the spirit of studiousness, loyalty and humanity. That is the core that helps Ha Tinh people confidently integrate and stand firm in the face of the changes of the times. As the director of Ha Tinh Department of Culture, Sports and Tourism affirmed: "This is not only a political task but also a moral obligation and responsibility to future generations".
