Provincial Party Secretary Le Ngoc Quang said that the document needs to objectively and comprehensively assess the achievements, limitations and causes on the basis of the new development space. At the same time, it is necessary to clearly define the viewpoints, goals, strategic orientations, key tasks, breakthroughs and main solutions for the coming term.
The document must be concise, succinct, innovative, and highly actionable; accurately reflect local realities after the merger; and clearly demonstrate the determination to innovate in organizational structure and leadership methods.
Each content in the document needs to be studied in depth, criticized objectively, closely following reality and reflecting the people's expectations. The development process must have consultation and broad acceptance of opinions from all levels, sectors, retired officials, experts, scientists and people in the province.

At the meeting, delegates contributed and commented on the Draft Political Report submitted to the Provincial Party Congress for the 2025-2030 term on the title, layout, style, specific targets and objectives, and breakthroughs in the political report.

Delegates also contributed opinions to the Draft Report on the review of the Executive Committee for the 2020 - 2025 term; Draft guidelines for drafting documents at the commune, ward and special zone levels; and gave opinions on the drafts: Regulations on principles, regimes, working methods and responsibilities of members of the Subcommittee on Documents of the Provincial Party Congress, term 2025 - 2030; Plan for drafting documents of the Provincial Party Congress, term 2025 - 2030; Guidelines for drafting documents of the Party Congress of communes, wards and special zones for the 2025 - 2030 term.

Concluding the meeting, Provincial Party Secretary Le Ngoc Quang acknowledged and highly appreciated the efforts, responsibility and dedication of the members of the Document Subcommittee, the Standing Committee and the Editorial Team in developing the documents for the Provincial Party Congress in the past time.
Provincial Party Secretary Le Ngoc Quang requested relevant agencies to absorb the opinions discussed and contributed at the meeting to supplement and complete it, while emphasizing that the document must be brief, concise, easy to understand, easy to deploy, easy to implement, ensuring high actionability.
Relevant agencies continue to focus on completing the documents of the Provincial Party Congress, term 2025 - 2030, closely following the Central's guiding documents, especially the conclusion of General Secretary To Lam during his visit and work with the Standing Committee of the Provincial Party Committee of Quang Binh (old) and Quang Tri (old).
The document needs to show the development perspective of the province in the new term, there must be differences and breakthroughs, acceleration. The content of the document needs to focus on the direction and tasks for the new term, especially the new thinking, vision, and perspective, paying attention to the issue of effective regional linkage, thereby clearly defining specific goals and targets, proposing feasible solutions, suitable for the new context and potential, advantages of the province after the merger, at the same time in line with the spirit of innovation of the draft documents of the 14th National Party Congress.
