Documents of the 14th National Congress: Breakthrough solutions for rapid and sustainable national development.

On October 15th, the 13th Central Committee of the Communist Party of Vietnam published the full text of the draft documents to be submitted to the 14th National Congress of the Party, in order to solicit feedback from National Assembly delegates, the Fatherland Front, political and social organizations, people's organizations, cadres, Party members, and the people.

The draft documents received attention and support from a large number of officials, Party members, and people from all walks of life in Thanh Hoa province.

Proactively train high-quality human resources.

According to Associate Professor, Dr. Dau Ba Thin, Vice Rector of Hong Duc University, the Draft Political Report of the 14th National Congress of the Communist Party of Vietnam has set forth the policy of building a modern national education system on par with the region and the world. This is a new and urgent requirement for national development, enhancing competitiveness, developing high-quality human resources, promoting innovation, and ensuring rapid and sustainable national development. This is because the demands of national development in the new era definitively require a new type of human resource – high-quality human resources.

A modern education system will create a competitive advantage for Vietnam. Advanced learning programs and innovative teaching methods will enable Vietnamese students to work in an international environment, attract foreign investment and resources, and promote cooperation in science and technology.

The Vice Rector of Hong Duc University stated that in recent years, the university has identified building a team of excellent, dedicated, and highly qualified faculty and staff as a crucial step in developing its educational brand. The university has received investment in relatively modern and comprehensive facilities, both in quantity and quality, basically meeting the needs of management, administration, training, scientific research, and partially providing accommodation for students. Training programs are regularly reviewed and updated with an application-oriented approach, closely following the practical needs of the labor market and the requirements of employers. Strengthening links with businesses provides students with opportunities for internships, honing both hard and soft skills, thereby enabling them to generate groundbreaking ideas and innovative solutions.

Facing new opportunities and challenges at the national and local levels, and to contribute to the training of high-quality human resources to serve the socio-economic development of the province and the country, Associate Professor, Dr. Dau Ba Thin stated that in the coming time, the school will continue to implement several solutions to further improve the training of high-quality human resources, meeting the requirements and tasks of the new era. These include reviewing, updating, adjusting, and supplementing training programs in a modern direction, integrating new technologies and global trends; applying information technology to teaching to increase flexibility and efficiency; strengthening the application of artificial intelligence in teaching and learning; and promoting international cooperation and integration in training and scientific research activities.

A strategic breakthrough in building a streamlined political apparatus.

Commenting on the content regarding streamlining the organizational structure of the political system; promoting decentralization and delegation of power, ensuring unified management by the Central Government, and promoting the proactive role of localities as emphasized in the documents, the Secretary of the Party Committee of Thieu Tien commune, Le Viet Chi, stated that the 14th National Congress of the Party is a momentous political event with decisive significance for the future development of the country in the new era.

Against the backdrop of rapid, profound, and unpredictable global changes, and the vigorous implementation of crucial strategic policies domestically, the documents presented to the 14th National Congress not only summarize the development of the past five years and define the goals and tasks for the next five years, but also shape the strategic thinking, vision, and development orientation of the country until the middle of the 21st century.

The draft documents submitted to the 14th National Congress, with their innovative structure and content, reflect a spirit of facing the truth squarely, objectively assessing the situation, and on that basis, formulating a system of guiding viewpoints, national development goals, key orientations and tasks, and breakthrough solutions for rapid and sustainable national development, expressing the strong aspiration of the entire nation to rise up in the new era.

The Party Secretary of Thieu Tien commune believes that carrying out a revolution to streamline the organizational structure of the political system, while simultaneously promoting decentralization and delegation of power, but still ensuring unified management by the Central Government and promoting the proactive role of localities, is a new way of thinking, a vision, and a strategic breakthrough to build a streamlined, strong, efficient, effective, and effective political system; creating momentum for rapid and sustainable socio-economic development. This is not only an urgent requirement of the ongoing reform process, but also a testament to the development vision and wise leadership, and the ability to synchronously and decisively implement the guidelines, policies, and strategies of the Party and State in the new period.

According to the Party Secretary of Thieu Tien commune, after more than four months of operation, the practical experience in Thieu Tien commune shows that organizing local government according to the two-tier model has helped shorten intermediate levels and increase centralization in direction and management. Instead of going through many stages as before, directives and decisions are communicated directly and synchronously, shortening processing time and significantly reducing administrative costs; communes and wards have faster and more equal access to resources.

For the 2025-2030 term, the Party Committee of Thieu Tien commune will concretize the Resolution of the 14th National Party Congress and the Resolution of the 20th Thanh Hoa Provincial Party Congress with a specific action program, linked to solutions for implementing the main targets, 6 key tasks, and 2 breakthroughs identified in the commune's Party Committee Resolution. The commune's Party Committee will continue to promote unity, democracy, and discipline, focusing on building a strong Party Committee and political system that operates efficiently and effectively; determined to successfully achieve the socio-economic development goals for the 2025-2030 period.

Along with that, the locality is promoting administrative reform, innovation, the application of science and technology, and digital transformation; creating breakthroughs in economic and technical infrastructure, prioritizing support for the development of the private economy, promoting trade, and attracting businesses to invest in the area; consolidating national defense and security, ensuring social order and safety; improving the quality of cultural and social activities and the spiritual life of the people; being creative, innovative, overcoming difficulties and challenges to bring about rapid and sustainable development for Thieu Tien commune.
