To honor and show gratitude to teachers, the Council of Ministers (now the Government ) issued a decision to make November 20 every year Vietnam Teachers' Day.
In July 1946, an international organization of progressive teachers was established in Paris, named the International Federation of Education Trade Unions (FISE). In 1949, at a conference in Warsaw, the capital of Poland, FISE built a "Charter of Teachers" consisting of 15 chapters, the main content of which was to fight against bourgeois and feudal education, and to build a progressive education.
During the years of resistance against the French colonialists, the Vietnam Education Trade Union contacted FISE to introduce the achievements of revolutionary education, and to gain the sympathy and support of all teachers around the world for the just resistance of our people.
In the spring of 1953, the Vietnamese delegation, led by Deputy Minister of National Education Nguyen Khanh Toan, attended the conference to admit education unions of several countries into FISE, including the Vietnam Education Trade Union.
In August 1957, the FISE Conference with 57 participating countries, including the Vietnam Education Trade Union, decided to take November 20 as the International Day of the Teachers' Charter.

In Vietnam, for the first time, the event to celebrate the International Charter of Teachers was held on November 20, 1958. On this day, the celebration was not only held in Hanoi but also took place from Vinh Linh (the temporary military demarcation line between us and the enemy) to the island border areas. From the mountainous areas to the plains in the North, there were rich activities at schools in districts, towns, etc.
Many letters from teachers, students and pupils in the North were sent to President Ho, the Party Central Committee and the Government with promises to study, practice, improve their awareness of socialist revolution, their consciousness of fighting for national unification and building socialist schools.
The organization of the International Charter Day of Teachers on November 20th has gradually become a traditional festival of the Vietnamese education sector. Every year, on the occasion of November 20th, the education subcommittee often publishes and releases a number of special magazines to encourage the fighting spirit of teachers in the temporarily occupied areas in particular, and to encourage the spirit of enduring hardships and sacrifices of resistance teachers in general.
When Vietnam was unified, at the request of the education sector, in September 1982, the Council of Ministers (now the Government) issued Decision No. 167/HDBT, deciding to take November 20 every year as Vietnam Teachers' Day.
On November 20, 1982, the first Vietnamese Teachers' Day was solemnly celebrated nationwide. Since then, this has become a traditional day of the education sector to honor those who work in the field of education. It is also an occasion for generations of students to express their deep gratitude to teachers - those who constantly steer the boat to the shore of knowledge day and night.
Article 1. From now on, November 20th every year will be taken as Vietnamese Teachers' Day.
Article 2. To make November 20th have practical meaning, every year, from October, authorities and organizations at all levels need to meet to review the work situation and activities of teachers in their localities; review what has been done and propose what needs to be done to encourage teachers to promote the fine traditions of the Vietnamese education system, train their qualities and abilities, and set a good example for students to follow. On the part of teachers, there should be diverse forms of activities to raise awareness of the honor and responsibility of teachers in our society today, thereby striving to better fulfill their noble duties.
Article 3. The organization of November 20th every year is chaired by the People's Committee and education councils at all levels, in coordination with education sectors and people's organizations. All levels and sectors need to assign leaders to visit teachers, organize intimate meetings with teachers, and on this occasion, organize awards for teachers with achievements.
Organizing Vietnamese Teachers' Day should be carried out solemnly and practically, avoiding ostentation and causing trouble for students and their parents.
Article 4. On November 20, schools may rearrange learning and teaching so that teachers can take time off and participate in school and local activities.
