Presenting the Proposal, Minister of Industry and Trade Nguyen Hong Dien said that the draft Law, consisting of 7 chapters and 48 articles, was developed to create a legal corridor for innovation and development of new e-commerce models, emphasizing the requirement to develop green and sustainable e-commerce, associated with comprehensive digital transformation.
The draft law stipulates four models of e-commerce activities, adds regulations on the responsibility for information transparency, controls on illegal content and livestream sales activities. Livestreamers must verify their identity and must not provide false information about goods and services.
Presenting the Review Report, Chairman of the Economic and Financial Committee Phan Van Mai agreed with the objectives of the draft Law, and at the same time proposed clarifying the boundaries of e-commerce with other sectors and fields, and specifying the responsibilities of platform owners, especially with social networks and livestream sales activities.
