(TN&MT) - On January 15th, in Hanoi, Deputy Minister of Natural Resources and Environment Tran Quy Kien chaired the Conference summarizing the work of 2024 and outlining the tasks and directions for 2025 of the Institute of Strategy and Policy for Natural Resources and Environment.

Reporting at the Conference, Mr. Nguyen Trung Thang - Deputy Director of the Institute of Strategy, Policy and Natural Resources and Environment (CLCS) - stated that in 2024, with the great efforts of the leadership, staff, and employees, the Institute's tasks were basically implemented according to schedule and quality standards, such as: Completing the task of summarizing 10 years of implementing Resolution 24-NQ/TW on proactively responding to climate change, strengthening resource management and environmental protection, resulting in the Politburo issuing Conclusion No. 81-KL/TW on June 4, 2024, on continuing to implement Resolution No. 7 of the 11th Central Committee on proactively responding to climate change, strengthening resource management and environmental protection; and completing the Draft Government Plan for implementing Conclusion No. 81-KL/TW.

In addition, the Institute also carried out the assigned tasks of a member of the Editorial Board of the Socio -Economic Subcommittee of the 14th Party Congress; and successfully organized the Vietnam Circular Economy Forum 2024 in Hanoi (December 10, 2024) with the theme "Promoting the Circular Economy in Vietnam - From Plan to Action".
In addition, the Institute has carried out tasks serving the development of guiding documents for the implementation of the Land Law, the Law on Geology and Minerals; and implemented science and technology projects and research topics according to the approved plan for 2024. The science and technology tasks implemented in 2024 are contributing to the system of legal documents, the institutional and policy system, and the establishment and completion of the legal framework for natural resources and environment.
However, frankly speaking, the Institute of Climate Change Adaptation and Management still faces some difficulties in managing international cooperation activities, particularly regarding the application of new regulations on the management and use of official development assistance (ODA) and preferential loans from foreign donors; at the same time, some tasks, research topics, and projects are still behind schedule and behind requirements,…

Contributing his opinion at the Conference, Mr. Bui Duc Hieu - Deputy Director of the International Cooperation Department - stated that there are important international cooperation agreements such as the Agreement on cooperation on rare earth elements, the Global Agreement on plastic pollution, etc. Therefore, it is essential for the Institute of Quality Control of Natural Resources and Environment to coordinate with the International Cooperation Department and relevant environmental units to continue implementing research activities, shaping agreements, and developing cooperation plans to achieve international agreements and sustainable, long-term development in low carbon emissions.

Speaking at the conference, Mr. Nguyen Dinh Tho, Director of the Institute of Strategy and Policy for Natural Resources and Environment, stated that in 2025, the Institute will focus on advising and consulting on strategies and policies for the Ministry. At the same time, the Institute also needs to strengthen new scientific research tasks and projects approved by the Ministry.

Speaking at the conference, Deputy Minister of Natural Resources and Environment Tran Quy Kien commended the collective and individuals of the Institute of Strategy and Policy for Natural Resources and Environment for successfully completing their tasks in 2024. He noted that 2024 was a challenging year, but the Institute made great efforts to complete important tasks such as implementing Conclusion 81-KL/TW, policy advisory tasks, and scientific research in the fields of land, environmental protection, green economy, circular economy, low-carbon implementation, etc., and received attention from the domestic and international community.
In the near future, regarding the merger of the two Ministries, the Institute of Climate Change Adaptation and Management of Natural Resources and Environment needs to consider and propose options for organizational structure, new policies, and the development of a long-term strategy...
The Deputy Minister expressed his hope that, in the future, the Institute would find ways to attract the participation of all its staff in reorganizing personnel, structure, and operations in a more systematic and efficient manner.
In addition, the Institute also needs to focus on scientific and technological work, ensuring the set progress and quality; continue to promote the role of strong research groups and potential research groups; and develop a plan for cooperation in scientific research with research institutes and universities both domestically and internationally.
At the same time, the Institute needs to focus on improving management documents, issuing mechanisms and policies to support and encourage staff and researchers in scientific research; increasing the quantity and improving the quality of research results, linking international cooperation activities with the Institute's scientific and technological development needs; leveraging international partners for knowledge, experience, scientific and technological information, human resource training, and equipment support, contributing to accelerating the process of scientific and technological research in the country.

Particularly in the field of international cooperation, the Institute needs to continue carrying out outbound and inbound delegations, proactively mobilizing resources for international cooperation, expanding its network; developing proposals for international cooperation in the field of natural resources and environment; continuing to implement signed MOUs, negotiating and signing new MOUs with international research institutes in the field of natural resources and environment.
Furthermore, the Institute needs to accelerate the approval process for ODA project documents; promote the Institute's image and expand international cooperation in science and technology through diversifying cooperation channels; effectively manage and implement international cooperation projects; and strengthen the organization of online international conferences and seminars. Above all, to ensure the effectiveness of its professional activities, the Institute of Climate Change Adaptation and Climate Change needs to continue to perform its assigned tasks well, propose and present feasible ideas and research to the Ministry of Natural Resources and Environment on schedule, especially prioritizing and focusing resources on key tasks assigned by the Ministry's leadership.
