Vietnam - Korea continue to strengthen political trust

At the invitation of National Assembly Chairman Vuong Dinh Hue, Speaker of the National Assembly of the Republic of Korea Kim Jin Pyo and his wife, along with a high-ranking delegation of the National Assembly of the Republic of Korea, paid an official visit to Vietnam from January 12-18, 2023.

On the morning of January 17, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue and his wife chaired a welcoming ceremony for Korean National Assembly Chairman Kim Jin Pyo and his wife, along with a high-ranking delegation of the Korean National Assembly.

Immediately after the welcoming ceremony, National Assembly Chairman Vuong Dinh Hue and National Assembly Chairman Kim Jin Pyo led high-ranking delegations of the two countries' National Assemblies to hold talks.

At the talks, National Assembly Chairman Vuong Dinh Hue warmly welcomed National Assembly Chairman Kim Jin Pyo, his wife and the high-ranking delegation of the Korean National Assembly to officially visit Vietnam in the first days of the new year 2023, the highest-ranking leader of Korea to officially visit Vietnam right after the two countries announced upgrading their relations to "Comprehensive Strategic Partnership" on the occasion of the 30th anniversary of establishing diplomatic relations; at the same time, he expressed his belief that the visit will contribute to strengthening the relationship between the two countries, including the two National Assemblies, in the next 30 years.

National Assembly Chairman Kim Jin Pyo congratulated Vietnam on its important achievements in 2022, with economic growth reaching a very high level in the context of many difficulties and challenges.

The two leaders agreed to continue to strengthen political trust, especially in the context of complicated developments in the international and regional situation. National Assembly Chairman Vuong Dinh Hue emphasized that strengthening political and diplomatic trust will be the foundation for strongly promoting cooperation in the fields of economics, trade, investment, people-to-people exchange and other fields.

On the basis of the good relationship, on the basis of the two countries' recent upgrade of their relationship to a "Comprehensive Strategic Partnership", the two leaders agreed to expand cooperation in areas such as technology transfer, human resource training, defense industry, etc. National Assembly Chairman Vuong Dinh Hue asked Korea to continue supporting the overcoming of war consequences, including the Vietnam - Korea Mine Action Project for Peace Village in the period of 2022-2026.

The two National Assembly Chairmen agreed to soon achieve the goal of raising bilateral trade turnover to 100 billion USD by 2023 and 150 billion USD by 2030 in a more sustainable and balanced direction on the basis of effectively exploiting existing bilateral and multilateral trade agreements.

In the context of global supply chain and trade investment disruption, the two countries need to continue to strengthen existing supply chains and research to expand new supply chains, especially for key products of the two countries; promote cooperation so that Korea becomes a true strategic partner of Vietnam in the semiconductor industry; agree to exchange and promote cooperation in the fields of digital transformation, ensuring energy security, and equitable energy transition to realize each country's commitments at the COP26 Conference.

According to National Assembly Chairman Vuong Dinh Hue, the fields of digital transformation and energy transformation are both opportunities but also pose huge risks and challenges. On the basis of good political relations, the two countries need to strengthen cooperation to solve the problem of energy transformation, especially ensuring the harmony of benefits and costs in the transformation process, ensuring fairness in energy transformation on a global, regional and national scale.

The Vietnamese National Assembly is ready to organize exchange forums within the parliamentary framework to create legal frameworks for the formation of a digital transformation ecosystem and a fair and sustainable energy transition.

During the talks, the two leaders discussed a number of obstacles in specific areas of cooperation. National Assembly Chairman Kim Jin Pyo agreed with the proposal of National Assembly Chairman Vuong Dinh Hue to review and remove obstacles related to procedures and conditions on contractors and origin of goods, which have prevented Vietnam from accessing many ODA loan packages of up to 16 billion USD announced by the Korean side; at the same time, he said that the Korean National Assembly will try harder to increase ODA capital for Vietnam and make it more substantial and effective.

National Assembly Chairman Vuong Dinh Hue said that Vietnam will remove difficulties and obstacles for the No. 3 railway project as proposed by the Chairman of the National Assembly of Korea. The Vietnamese National Assembly continues to pay attention to, supervise and promote cooperation projects between the two governments. Recently, with common interests, the two sides have deployed and inaugurated the Samsung Group's RMD Research and Development Center in Hanoi - a symbol of cooperation in the fields of high technology, innovation and creativity between the two countries.

National Assembly Chairman Kim Jin Pyo agreed with the proposal of National Assembly Chairman Vuong Dinh Hue that Korea should increase the acceptance of Vietnamese workers in the forms of vacation workers, skilled workers, nurses, and IT engineers; promote vocational training for Vietnamese workers to meet the needs of Korean enterprises; prepare well to sign an extension of the Memorandum of Understanding on sending and receiving workers to work in Korea, which is expected to expire in February 2023; and said that Korea has completed domestic procedures on the bilateral agreement on social insurance between Vietnam and Korea, hoping that Vietnam will soon complete it so that both sides can soon implement this agreement.

The two sides agreed to regularly exchange information, review and consider specifically to remove obstacles related to visas, work permits... to create the most favorable conditions for people of the two countries.

On this occasion, National Assembly Chairman Vuong Dinh Hue thanked and hoped that National Assembly Chairman Kim Jin Pyo and the Korean National Assembly would continue to care for, support and protect the legitimate rights of the Vietnamese community in Korea.

Regarding regional and international cooperation, National Assembly Chairman Vuong Dinh Hue stated that Vietnam highly appreciates the vision and goals expressed in the “Global Key State (GPS)” policy and the “ASEAN-Korea Solidarity Initiative”; welcomes and supports Korea to promote a greater role, actively contribute to peace, stability, cooperation and development in the region and continues to identify Korea as an important and long-term strategic partner.

Vietnam is ready to strengthen exchanges and cooperation with the Republic of Korea on international and regional issues of mutual concern; thank the Republic of Korea for supporting Vietnam in hosting the High-level Cooperation Forum for Global Green Goals 2030 (P4G) in 2025. Welcoming the Republic of Korea to double its investment capital in the ASEAN-Korea Cooperation Fund and the Mekong-Korea Fund, the National Assembly Chairman emphasized that Vietnam will closely cooperate with the Republic of Korea to successfully perform its role as the coordinator of ASEAN-Korea relations for the 2021-2024 term. Vietnam is always interested in and ready to actively contribute to the process of denuclearization of the Korean Peninsula, supporting efforts to maintain peace in Northeast Asia through dialogue and peaceful means.

The Speaker of the National Assembly of the Republic of Korea affirmed that he always supports Vietnam's stance on ensuring security, safety, and freedom of navigation and aviation in the East Sea in accordance with international law; and said that he will send a delegation to attend the Global Young Parliamentarians' Forum hosted by the Vietnamese National Assembly, scheduled for September 2023.

The two National Assembly Chairmen highly appreciated the cooperation between the two countries' National Assemblies in recent times, maintaining contact, exchanging information and operational experience; coordinating to urge and promote the two countries' Governments to effectively implement signed agreements. Promoting the bridging role of the Friendship Parliamentarians' Groups of the two countries, creating a favorable environment for citizens of the two countries to carry out many exchange and cooperation activities; promoting the friendly relations between the two peoples. The two countries' National Assemblies coordinate and support each other at regional and international inter-parliamentary forums, actively contributing to maintaining peace, security and stability in the region and the world.

The two sides agreed to continue to coordinate effectively in implementing the contents of the Cooperation Agreement signed between the two National Assemblies in 2013, and consider supplementing, updating, and signing new ones to suit the content of the Comprehensive Strategic Partnership between the two countries as well as the current international situation.

The two National Assemblies will strengthen coordination and mutual support at regional and international inter-parliamentary forums, actively contributing to maintaining peace, security and stability in the region and the world. Continue to maintain regular exchanges of high-level delegations, committees and advisory bodies, and serve the two National Assemblies in many flexible forms. Promote the exchange of experiences in legislative activities, supervision and decision-making on important issues; coordinate in supervising the implementation of cooperation agreements signed between the two Governments, listen to the opinions of the business community and citizens of the two countries to create a favorable legal environment for the two countries to promote economic cooperation, cultural exchange and citizen protection.

The two sides continue to promote the bridging role of the Friendship Parliamentary Groups of the two countries; strengthen the bridging role of the Friendship Parliamentary Groups of the two countries; cooperate through the mechanism of female parliamentarians, young parliamentarians and the mechanism of the Secretary General of the National Assembly, organize specialized seminars.
