
Prime Minister Pham Minh Chinh thanked the Singaporean Government and people for their practical support in helping Vietnam overcome the consequences of storms and floods in some northern provinces, emphasizing that this is a clear demonstration of the Vietnam-Singapore Comprehensive Strategic Partnership and the friendship and solidarity between the leaders and people of the two countries.
The two sides were pleased with the positive developments in the Vietnam-Singapore relationship since its upgrade to Comprehensive Strategic Partnership, and appreciated the two countries' timely completion and signing of the Action Program for the 2025-2030 period on this occasion, which is the basis for comprehensive, drastic and comprehensive implementation of the six pillars of cooperation to deepen the new relationship framework in depth and substance, bringing practical benefits to the people of the two countries.
The two Prime Ministers agreed to continue to increase delegation exchanges and contacts at high and all levels; effectively implement cooperation mechanisms and agreements signed on the occasion of high-level visits, especially during General Secretary To Lam's visit to Singapore and Prime Minister Lawrence Wong's visit to Vietnam (March 2025); and study the establishment of new cooperation mechanisms, including party-channel cooperation between the Communist Party of Vietnam and the People's Action Party of Singapore.

Prime Minister Pham Minh Chinh proposed that the two sides soon complete the construction of the Memorandum of Understanding on Strategic Dialogue between the two ruling parties, striving to sign and implement it in early 2026.
The two sides emphasized that economic cooperation remains an important pillar in bilateral relations, and were pleased with the positive progress in clean energy connectivity and carbon credit cooperation; agreed that the two sides would coordinate to develop and implement a specific roadmap each year for each pillar of the Framework Agreement on connecting the two economies; and develop a greener and smarter VSIP 2.0 system.
Prime Minister Lawrence Wong affirmed that Vietnam has always been an important partner of Singapore in the region, emphasizing that the signing and implementation of the Action Program on this occasion is of great significance, deepening cooperation between the two countries in many strategic areas; expressed the desire to further strengthen bilateral agricultural cooperation, ensuring food security; said that he is ready to import processed poultry, pork, fish and seafood from Vietnam, highly appreciated the two sides' completion and direction towards signing the Cooperation Agreement between the two Governments on rice trade on the occasion of the upcoming APEC Summit.
The two Prime Ministers also stressed the need to further strengthen cooperation in other important areas such as defense-security, education-training, culture and people-to-people exchange, especially talent in the field of innovation.
Prime Minister Pham Minh Chinh asked Singapore to support the development of a number of strategic industries such as semiconductors, renewable energy, innovation and digital economy.
The Prime Minister also proposed that the two sides cooperate closely to make science, technology and innovation a pillar of cooperation, and hoped that Singapore would participate in Vietnam's financial centers in the future.

Prime Minister Lawrence Wong affirmed that Singapore will continue to support Vietnam in improving the quality of human resources, especially strategic-level officials; agreed with Vietnam's proposal on connecting databases, initially in the economic, trade and residential fields, and researching and developing a data center at VSIP, to further facilitate business activities between businesses of the two countries.
Regarding regional issues, the two countries agreed to strengthen ASEAN solidarity and pay due attention to sustainable development of sub-regions in the region, including the Mekong sub-region, through bilateral or trilateral cooperation to connect maritime, railway, highway, aviation infrastructure, as well as software connectivity; focus on coordination to create resonance and promote effectiveness in 2027, when Vietnam will host APEC and Singapore will be ASEAN Chair.
The two Prime Ministers also affirmed their determination to build the East Sea into a sea of peace, cooperation and development, and together with ASEAN countries to promote negotiations on an effective and substantive COC in accordance with international law, especially the 1982 UNCLOS.
On this occasion, Prime Minister Pham Minh Chinh respectfully invited the Singaporean Prime Minister and high-ranking representatives of Singapore to attend two upcoming events hosted by Vietnam: the 3rd ASEAN Future Forum (AFF), scheduled for April 2026 in Hanoi and the Autumn Economic Forum 2025 in Ho Chi Minh City next November.
At the end of the meeting, the two Prime Ministers witnessed the handover ceremony of the Action Program to implement the Comprehensive Strategic Partnership for the 2025-2030 period signed between the Foreign Ministers of Vietnam and Singapore.
