Vietnam - Russia strengthen cooperation in training leaders and managers

On the morning of September 15 in Hanoi, the Ho Chi Minh National Academy of Politics, in coordination with the Central Organizing Committee and the Ministry of Foreign Affairs, opened a research, survey and thematic exchange program for middle and senior leaders and managers of the Russian Federation, opening a new phase of cooperation in training and fostering high-quality human resources between the two countries.

Speaking at the opening ceremony, Associate Professor Dr. Hoang Phuc Lam, Deputy Director of the Ho Chi Minh National Academy of Politics , emphasized that this is an activity of special importance in strengthening the traditional friendship, comprehensive cooperation and mutual trust between the two countries. He said that the program is a practical step after General Secretary To Lam's visit to the Russian Federation in May 2025, in which the two senior leaders agreed on many new directions of cooperation.

According to Associate Professor Dr. Hoang Phuc Lam, the comprehensive strategic partnership between Vietnam and the Russian Federation is being increasingly consolidated, developed extensively, substantially and effectively. In the context of a rapidly changing world, strengthening cooperation in training and fostering a team of leaders and managers is a necessary task, contributing to the common goal of sustainable development, peace , cooperation and prosperity.

This research, survey and thematic exchange program is considered a vivid demonstration of the above-mentioned spirit of cooperation. Through the exchange of experiences, scientific research, professional training and management skills, leaders of the two countries will have more opportunities to learn and absorb valuable lessons, thereby improving their leadership, management and policy-making capacity. This is also the foundation for the two countries to share their vision and build high-quality human resources - a key factor in the era of globalization, the 4.0 industrial revolution and digital transformation.

According to the Organizing Committee, the program has the participation of 34 leaders and middle and senior managers of the Russian Federation with 9 exchange topics at the Academy and 3 practical topics at a number of ministries, branches and localities of Vietnam. The contents focus on key issues such as: innovation of the socio-economic development model; development strategy until 2045; core values ​​in the Vietnam - Russian Federation relationship; science and technology, innovation and digital transformation; social policy, population work, public health care; training of high-quality human resources and national administrative reform.

In addition to study and discussion sessions at the Academy, the Russian delegation will participate in field survey activities at Hanoi University of Science and Technology, the Ministry of Health and the National Exhibition Center chaired by the Ministry of Construction.

To achieve the best results for the program, the Organizing Committee invited prestigious scientists from the Ho Chi Minh National Academy of Politics and leaders of several ministries and branches to directly teach and exchange. During the research and discussion process, the reporters also encouraged students to proactively share their practical leadership and management experiences in the Russian Federation, thereby creating a two-way learning space, promoting understanding and practical cooperation between the two countries.
