On the morning of October 23, within the framework of the 2nd Vietnam-Laos Border Defense Friendship Exchange, in Sop Bao district (Houaphanh province), delegations from Vietnam and Laos attended the groundbreaking ceremony for the construction of the 214th Border Guard Company (Lao People's Army) barracks, a gift from the Vietnam People's Army.
The Vietnamese delegation was led by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, and Minister of National Defense. The Lao delegation was led by General Chansamone Chanyalath, Politburo member of the Lao People's Revolutionary Party, Deputy Prime Minister, and Minister of National Defense.

The construction of the 214th Border Guard Company (Lao People's Army) barracks is one of the typical projects that the two countries' Ministries of Defense have been cooperating to implement in recent times, a vivid manifestation of the solidarity and mutual support between the two countries and the two Armies.

Speaking at the groundbreaking ceremony, General Phan Van Giang emphasized that Vietnam and Laos have a common border of more than 2,300km. Over the past time, cooperation in border management and protection has been one of the bright spots, contributing to maintaining political security and social order and safety in the border area, creating conditions for people on both sides to feel secure in trading and developing the economy.
With the desire to stand side by side with the Lao People's Army in general and the Lao border management and protection force in particular, creating favorable conditions for border guards to successfully complete the tasks assigned by the Party, State, people and Army, the Vietnamese Ministry of National Defense is pleased to support the construction of the Border Guard Company 214 barracks and hopes that the project will be completed soon.

“I hope that during the construction process, the construction units will strictly comply with technical requirements; mobilize maximum resources, equipment and labor to deploy construction items on schedule, ensure quality, and promptly meet usage needs. I believe that Border Guard Company 214 will continue to promote its qualities and revolutionary spirit, successfully complete assigned tasks, and continue to be a solid bridge for the special relationship between the two countries and the two armies of Vietnam and Laos,” General Phan Van Giang expressed.
Previously, the delegations of the two countries visited and presented gifts to Pahang Primary and Secondary School in Sop Bao district (Houaphanh province).

Speaking during the visit, General Phan Van Giang was delighted to see the students healthy, happy, active, studying and growing up in an environment full of love and care; local leaders and the School Board paid great attention and focused on propagating and educating students about the special solidarity relationship between Vietnam and Laos; teachers and students of the school always overcame difficulties in terrain, weather, and facilities to spread knowledge and sow seeds for the future.
General Phan Van Giang affirmed that Vietnam and Laos are two neighboring countries, drinking from the same Mekong River and leaning against the majestic Truong Son mountain range. Through the ups and downs of history, the loyal and pure Vietnam-Laos relationship, founded and nurtured by President Ho Chi Minh, President Kaysone Phomvihane and President Souphanouvong, has continuously grown to new heights.
