Vietnam and the Russian Federation strengthen cooperation in the digital age

The workshop “Opportunities for Vietnam-Russia cooperation in the digital age,” held on April 24, aimed to exchange and share experiences and propose new directions for cooperation between the two countries in the context of global digital transformation.

On April 24 in Hanoi, the Vietnam Academy of Social Sciences in collaboration with the Russian Presidential Academy (RANEPA) organized the Workshop "Opportunities for Vietnam-Russia cooperation in the digital age."

The event aims to exchange academic knowledge, share experiences and propose new cooperation directions between the two countries in the context of increasingly strong global digital transformation.

The workshop was held both in person and online, attracting the participation of many experts, researchers and representatives of scientific agencies of the two countries.

In his opening speech, Associate Professor, Doctor Dang Xuan Thanh, Vice President of the Vietnam Academy of Social Sciences, emphasized that the traditional cooperative relationship between Vietnam and the former Soviet Union has created a solid foundation for the current Comprehensive Strategic Partnership between Vietnam and the Russian Federation.

In the context of geopolitical volatility and increasing global competition, the two countries need to strengthen cooperation in strategic areas such as technology, digital economy, renewable energy, culture and education.

Associate Professor, Dr. Dang Xuan Thanh hopes that the conference will be a substantive academic forum, helping to propose effective solutions to enhance bilateral cooperation, especially within the framework of the Vietnam-Eurasian Economic Union (EAEU) Free Trade Agreement, aiming for a bilateral trade turnover of 15 billion USD by 2030.

From the perspective of digital economy, Dr. Pham Anh Tuan, Deputy Director in charge of the Institute of Vietnam and World Economics, commented that Russia has strengths in core technologies such as artificial intelligence, cyber security and open source software. This is a great opportunity for the two countries to build a Strategic Partnership in the field of digital transformation.

Dr. Pham Anh Tuan proposed establishing a Joint Committee on Digital Cooperation; enhancing policy exchanges, organizing technology-business forums and promoting digital human resource training programs. Potential areas include cloud computing, digital government, smart cities and regional technology value chains.

Regarding the digitization of documents for teaching and research, Dr. Roman Konchakov, Head of the Department of History of Philology, Presidential Academy (Russian Federation), said that new technologies such as handwriting recognition, document metadata and machine learning are opening up the possibility of accessing rare historical sources more effectively and deeply.

The development of open data platforms, digital maps and digital interfaces will provide practical support for historical research and teaching activities for both countries in the new era.

At the workshop, delegates agreed that the digital age opens up great opportunities for the two countries to expand cooperation space, especially in areas such as big data, artificial intelligence, cyber security and digital technology serving public management.

Many opinions proposed establishing policy coordination mechanisms, developing digital infrastructure, supporting technology incubators and enhancing exchanges of scholars and experts to elevate Vietnam-Russia relations in the new period, in line with the current trend of globalization and extensive digital transformation./.
