Since the founding of the Party, over the past 94 years, in directing the work of building and defending the country, our Party and State have always understood the truth that our ancestors summarized: "Talents are the vital energy of the nation" ; on that basis, policies have been put forward to utilize the great endogenous strength of the team of scientists, intellectuals, artists, especially those who are talented and dedicated to the country.
President Vo Van Thuong met with intellectuals, scientists, artists and writers on February 29, 2024.
We still remember, in May 1946, Uncle Ho went to France to negotiate with the French leader in Fontainebleau about recognizing Vietnam's independence. After meeting with Vietnamese intellectuals and scientists who were studying and working in France, a number of famous people at that time, such as Tran Dai Nghia, Ta Quang Buu, Ton That Tung, Tran Huu Tuoc, Tran Duc Thao, Dang Vu Hy, etc., volunteered to return to the country, to the Viet Bac resistance base to live and work in many deprived conditions. With ardent patriotism and admiration for the personality and strategic vision of President Ho Chi Minh, especially the fact that Uncle Ho respected the use of each person's talent to assign appropriate tasks, a number of scholars and intellectuals were assigned important responsibilities as Ministers or equivalent, such as Nghiem Xuan Yem, Nguyen Xien, Ta Quang Buu, Phan Anh..., even though they were not party members, or were not in the leadership of the Communist Party of Vietnam. Continuing that tradition of valuing talents, in the period of innovation and international integration, our Party has issued many resolutions affirming the role and great contributions of intellectuals and artists; from there, our State has concretized appropriate preferential policies for those who have made contributions in many fields, as praised by President Vo Van Thuong at the meeting with intellectuals, scientists, artists on February 29, 2024 on the occasion of welcoming the Year of the Dragon: "In the great achievements of historical significance of 40 years of national innovation, there are valuable and very important contributions of intellectuals, scientists, artists in many fields... Many people are shining examples in working, studying, researching, creating, dedicating themselves to the people and the country, rising to the regional and world level, being internationally honored, loved and admired by the public". The President said that “the strength of a nation does not lie in the resources underground or in the sea, but in people with intelligence and dignity”. Therefore, over the years, our Party and State have always honored scientists, intellectuals, and artists by awarding noble titles: Meritorious Physician, People's Physician (in the health sector); Meritorious Teacher, People's Teacher (in the education sector); Meritorious Artist, People's Artist (in the culture, literature, and arts sector). Especially for those with outstanding achievements in research, application, and invention, the Party and State have considered awarding the State Prize and Ho Chi Minh Prize to collectives and individuals in many fields...
Great honor goes hand in hand with high responsibility of scientists, intellectuals, artists, especially in the period of the 4.0 revolution that is advancing like a storm, in the period of "digitalization" strongly influencing the rapid and sustainable development of our country. If we do not "take shortcuts" to the above golden opportunity; if there is no breakthrough in perception and action, then the aspiration to build a rich, prosperous, and happy country will be just an empty slogan. Therefore, our Party, our State, our people place a lot of expectations on scientists, intellectuals, and artists. Of course, to turn that goal into reality, in addition to the State perfecting and supplementing specific policies; sectors and levels need to "promote democracy, respect freedom of thought, freedom of creativity", and at the same time require each individual to "raise responsibility and professional ethics" - as emphasized by President Vo Van Thuong.
When it comes to “professional ethics”, we should recall Uncle Ho's advice: We need to fight against four diseases that many people often suffer from: 1. Arrogance; 2. Liking flattery; 3. Treating others based on one's own love or hate; 4. Applying a certain, narrow framework to all different people" (1) .
Obviously, great honor must go hand in hand with a high sense of responsibility and professional ethics, because honor is the most sacred and noble thing - as General Secretary Nguyen Phu Trong said.
