Deputy Prime Minister Le Minh Khai signed Decision No. 620/QD-TTg approving the Project to restructure Vietnam Posts and Telecommunications Group (VNPT) until the end of 2025.

Develop VNPT into a strong and modern economic group.

The goal is to build and develop VNPT into a strong, dynamic, efficient, modern state-owned economic group with the ability to compete domestically and internationally; perform well in public service tasks; contribute to promoting socio-economic development, national defense and security. By 2025, become a technology group with digital infrastructure, digital technology and digital services as the mainstay, own and exploit the foundations and infrastructure pillars of the national digital infrastructure, be a pioneer in researching and mastering digital technology and providing digital ecosystems in all areas of socio-economic life, based on strengths in digital platforms, core technology and network security. VNPT is a pioneer in developing and applying core technologies (infrastructure virtualization, cloud computing technology, AI/Big Data...) to transform the telecommunications - information technology (IT) network model towards providing digital infrastructure, hub - gateway supply and connection platforms, and intelligentizing the production of digital products and services for the digital economy, digital government and digital society. VNPT strives for the total revenue of the Group by the end of 2025 to reach VND 287,933 billion, and the total State budget contribution of the Group by the end of 2025 to reach VND 26,046 billion. Business lines VNPT continues to operate in the business lines specified in Decision No. 2129/QD-TTg dated December 29, 2017 of the Prime Minister approving the VNPT Restructuring Plan for the period 2018-2020 in accordance with the law. VNPT's main business lines include: Providing payment intermediary services (electronic payment gateway services; collection and payment support services; e-wallet services); scientific research and technology development. Related business lines directly serving the main business lines: Television and providing subscription programs; e-commerce, goods agents, insurance, lottery agents through providing payment intermediary services; services related to digital transformation; publishing digital products and software, programs. Personnel restructuring plan, organization of management apparatus VNPT continues to review, evaluate and rearrange personnel in the operating apparatus to better meet requirements and improve work efficiency; regularly evaluate and have appropriate solutions to improve the quality of human resources, arrange and organize labor at VNPT in accordance with work requirements in the new situation. VNPT directs member units to restructure their personnel in a streamlined manner, in line with the development strategy and production and business requirements in line with the salary mechanism associated with production and business efficiency and labor productivity; strengthen the development and training of human resources, the rate of workers with sufficient capacity to deploy digital products and services. Complete the management and operation apparatus at the parent company and at member units to have a structure and scale suitable to the characteristics of the situation, work needs, best meeting the requirements of production and business tasks and the Development Strategy of VNPT... Plan to reorganize the parent company and member units of VNPT until the end of 2025 Continue to maintain the parent company - VNPT as a single-member limited liability company with 100% of charter capital held by the State. Arrange and reorganize dependent accounting units as follows: Arrange and reorganize VNPT Branches in 63 VNPT provinces and cities in the direction of streamlining and effective business; reorganize Vocational Training Center III into Human Resource Development Center. Continue to maintain the Postal Hospital and the Postal General Hospital as public service units under the parent company - VNPT. VNPT continues to hold 100% of the charter capital at Fiber Optic Cable One Member Co., Ltd. (FOCAL).
