The first place to place this statue is Ly Thai To flower garden today (Dinh Tien Hoang street, next to Hoan Kiem lake, Hanoi). At the end of the 19th century, this was the land of Pho Giac pagoda. In 1886, the French colonial government built the first public flower garden in Vietnam: Bon Toa flower garden (because it is located near 4 buildings: the governor's office, post office , treasury and bank). The Statue of Liberty was placed here until 1890, when it was moved to another place, replaced by the statue of Mr. Paul Bert (name of the first Governor General of Central and Northern Vietnam), the flower garden was also renamed Paul Bert. In 1945, the garden was renamed Chi Linh, in 1984 it was renamed Indira Gandhi (female Prime Minister of India, assassinated in 1984).

In 2004, a bronze statue of King Ly Thai To (974 - 1028, founder of the Ly Dynasty, founder of Thang Long citadel) was placed here, weighing 32 tons and 10 meters high, so it is called Ly Thai To flower garden.

The highlight of the flower garden, besides the statue, is the octagonal house built by the French in 1901 as a place for relaxation, entertainment, dancing and music performances. The military band often comes here to practice trumpets and perform, so people also call it the Trumpet House. Although the building is simple, it harmoniously combines Western construction materials (base, marble railings) and traditional architectural elements (octagonal floor plan, roof tiles, wooden frame system, native decorative motifs, etc.).
