Prime Minister Pham Minh Chinh said he will build a special mechanism to accept risks in scientific research and improve the efficiency of science and technology development funds.
"The government will promote the market and soon form a technology exchange," the Prime Minister said when answering questions at the National Assembly on the morning of November 8.
According to the Government leader, training high-quality human resources associated with the development of science and technology, innovation, is a decisive factor for the country's rapid and sustainable development. However, the current structure and level of high-quality human resources do not meet the requirements, especially for new industries and fields. Innovation and start-up activities are not many.
The main reason is that some relevant legal regulations, mechanisms and policies have contents that are not suitable to practical requirements; investment from the state budget and investment from enterprises in training high-quality human resources and science and technology is still scattered and ineffective. Mechanisms and policies are not strong enough to encourage the development of science and technology, innovation, and startups, especially in terms of tax, credit, human resources, and infrastructure. State management is still inadequate.
The Prime Minister said he will continue to review and improve mechanisms and policies to create breakthroughs in developing high-quality human resources, attracting and using talents, especially experts, scientists and highly skilled workers both at home and abroad. The Government also prioritizes allocating resources to train high-quality human resources for emerging industries and fields such as digital transformation, artificial intelligence, semiconductor chips, clean energy conversion, hydrogen, etc.

In the Resolution on questioning activities at the 5th session in June, one of the tasks set by the National Assembly for the Government, Prime Minister, and ministries is to remove barriers in policies and laws on economics, finance, investment, and bidding with science and technology laws in a direction that is consistent with market mechanisms and respects the characteristics of creative labor.
Risks and delays in scientific research, technology and innovation need to be accepted according to international practices and standards, ensuring publicity and transparency. The Government and ministries must also research and develop specific and outstanding mechanisms and policies so that science, technology and innovation can truly be a strategic breakthrough, creating breakthroughs in improving productivity, quality, efficiency and competitiveness of the economy.
Minister of Science and Technology Huynh Thanh Dat has repeatedly emphasized that the nature of research is to find something new, which can be successful, fail, or succeed sooner or later. "All topics have risks and delays, and sometimes not all topics have results, especially in the transfer and commercialization work," the Minister said.
Need a financial mechanism that truly unties scientists
At the question-and-answer session for the Ministers of Culture and Society, Ms. Tran Kim Yen (Chairwoman of the Ho Chi Minh City Fatherland Front) pointed out the current situation of clearing and settling scientific and technological tasks that takes a lot of time, leading to more settlement files than scientific files. She requested the Minister of Science and Technology to propose solutions to overcome this situation, creating favorable conditions for scientists.
Minister of Science and Technology Huynh Thanh Dat said that when paying for science and technology tasks, they must comply with regulations on accounting, the State budget and bidding. Recently, many regulations on spending allocation, simplifying procedures and controlling expenditures of the State Treasury have been issued, but the responsibility for controlling expenditures is assigned to the budget management units at ministries and branches.
Therefore, scientists still have to complete legal payment and payment documents, carry out procedures related to bidding and purchasing, and be responsible to the State for budget use. This explains why payment and settlement documents are more numerous than scientific documents.
"The effectiveness of research activities is inherently delayed and cannot be proven immediately. Scientific and technological products still have many intangible factors that are difficult to quantify clearly, but the viewpoint of the State management agency is still attached to controlling spending documents," said Mr. Dat.

In fact, the State Treasury does not control expenditures, but the volume of expenditure and procurement documents that must be kept remains almost unchanged compared to the method of partial expenditure allocation.
To comprehensively resolve the issue, the Minister of Science and Technology said that it is necessary to apply a special mechanism to the science and technology sector compared to other expenditure streams from the State budget, in allocation, assignment of bidding projects, payment and settlement, requirements for inspection and expenditure documents, and expenditure control of the State Treasury.
"If this cannot be done, it will be difficult to have a financial mechanism that truly unties and simplifies the work of scientists in the settlement of scientific and technological tasks," said Minister Huynh Thanh Dat.
He said that the Ministry of Science and Technology is coordinating with the Ministry of Finance to study and amend Joint Circular 27 on expenditure allocation, recommend the Government to amend Decree 95 and propose viewpoints to fundamentally resolve these contents when amending the Law on Science and Technology in the near future. In addition, the Ministry is also promoting the application of information technology in managing national science and technology tasks to ensure publicity and transparency.
