In his speech, the General Secretary emphasized the need to resolutely ensure that truly virtuous and talented individuals who meet the criteria are not overlooked; and to prevent those with any of the six shortcomings from being elected to the 14th Central Committee. Many cadres and Party members supported this regulation and considered it essential for building a clean and strong leadership team.

The basis for "identification"

Many cadres and Party members believe that the General Secretary's speech has a profound impact and significance on current personnel work. From these guiding directives, each Central Committee member, trusted and elected by the people, must remain steadfast in their ideology, stance, and political qualities, uphold revolutionary ethics and a good lifestyle, have correct understanding and actions, and ensure their words match their deeds. In particular, Central Committee members holding leadership roles in Party committees of agencies and localities must set a good example, strictly adhere to the rules prohibiting certain actions by Party members, and regularly inspect, supervise, and monitor the management of cadres and Party members regarding their ideological and political development, ethics, lifestyle, and any emerging issues or behaviors.

The Party Secretary of Lung Cu commune, Dong Van district ( Ha Giang province), Giang Mi Say, highly appreciated the directives in General Secretary Nguyen Phu Trong's speech. According to Mr. Giang Mi Say, one of the first and very important shortcomings mentioned by the General Secretary in his speech is: Lack of firm political resolve; inconsistency in the Party's line and viewpoints; manifestations of political opportunism, ambition for power, flattery, lobbying, corruption, bureaucracy, parochialism, campaigning for personal gain, factions, and group interests; lack of independent judgment, failing to defend what is right and failing to fight against what is wrong.

According to the Party Secretary of Lung Cu commune, Central Committee members are outstanding individuals who have held many positions and risen through the ranks from the grassroots. Therefore, when entrusted with important responsibilities, they need to demonstrate a strong sense of responsibility, and political acumen is considered a crucial factor determining their character and actions in managing their work. Furthermore, violations of the principle of democratic centralism, demagoguery, authoritarianism, and arbitrariness; unfairness and lack of impartiality in evaluating and employing cadres; and suppression of those who frankly fight and criticize are also considered shortcomings that a Central Committee-level official absolutely cannot afford to commit.

Sharing his thoughts on this matter, Lawyer Ha Huy Tu, Director of the Center for Legal Consulting for the Poor and Community Development (Vietnam Lawyers Association), stated that the speech by General Secretary Nguyen Phu Trong, Head of the Personnel Subcommittee of the 14th Party Congress, was both highly generalized and detailed, making it easy to apply in practice. The speech addressed practical issues directly, such as the observation: "Our current cadre is large but not truly strong; the situation of both surplus and shortage of cadres still occurs in many places; the coordination between different levels and sectors remains limited."

According to the lawyer, the six shortcomings mentioned in the speech are also intended for the public to "identify" them, and at the same time, they serve as a "filter" to eliminate those who are unworthy, lack virtue, and are incompetent.

The Director of the Center for Legal Counseling for the Poor and Community Development analyzed that, in recent times, the fight against economic crimes and corruption has proven that individuals with any of the six shortcomings mentioned in the speech will cause significant consequences for the country and its people. Furthermore, the speech drew on experiences from previous congresses to provide content, methods, and approaches for the personnel selection process for the 14th Party Congress that are very correct, accurate, and comprehensive. These contents are not only applicable to the 14th Party Congress but also valuable for subsequent congresses, serving as a comprehensive national strategy for personnel work for many years to come.

"This is the most fundamental value and also the applicable standard, the benchmark and evaluation criterion in the high-level personnel work of the Party and the State. Furthermore, other organizations and individuals can learn from and apply this speech in the process of recruitment, evaluation, placement, and classification of personnel to elevate personnel management to a new level," emphasized lawyer Ha Huy Tu.

The structure of General Secretary Nguyen Phu Trong's speech was tight and logical. In the speech's structure, section 4, "Our Responsibility," emphasized that the preparation of personnel for the 14th Party Congress is not only the responsibility of the Personnel Subcommittee, the Politburo, the Secretariat, and the Central Committee, but also a crucial task for the entire political system, all Party committees and organizations, agencies, units, and localities.

"I am deeply impressed by the writing style of General Secretary Nguyen Phu Trong; although he writes about personnel work, which is of particularly crucial importance and the 'key' of 'keys,' his writing style is very simple, easily resonates with people, and is supported and approved by all segments of the population," shared lawyer Ha Huy Tu.

Set a good example, and practice what you preach.

To avoid the six shortcomings, Mr. Vu Mi Ho, Secretary of the Party Branch of Then Van village, Lung Cu commune, Dong Van district, Ha Giang province, believes that Central Committee members are reputable individuals trusted by the people, so their words must match their actions, setting an example in practicing ethics – a necessary quality for every Party member. Therefore, Central Committee members must set an example in practicing ethics, matching words with actions; strictly implement the Party's guidelines and policies, and the State's laws; and at the same time, direct cadres and Party members to diligently disseminate and guide the people to correctly understand the content of the Party's guidelines; when proposing tasks, they must be specific and detailed, not vague, and must not be bureaucratic, talk much but do little, or talk without acting.

The Party Secretary of Then Van village stated that President Ho Chi Minh always placed special emphasis on the "virtue" and "talent" of cadres and Party members, especially those holding high leadership positions. Therefore, each Central Committee member must have a serious, proactive, and self-disciplined attitude in studying and mastering the viewpoints of Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines and viewpoints, and the State's policies and laws; possess a deep understanding of economics, politics, culture, society, national defense, security, and foreign affairs; constantly improve the effectiveness of practical activities and be dynamic in carrying out their professional duties... Only in this way can each Party member and Central Committee member continuously progress, mature, and truly be worthy of being "a leader and a truly loyal servant of the people."

"Self-criticism and criticism are very important for building and strengthening unity and solidarity within the Party. Therefore, every Party member and Central Committee member must be truly exemplary in self-criticism and criticism, must examine themselves, listen to the opinions of comrades, colleagues and everyone else to objectively and rigorously evaluate themselves," Mr. Vu Mi Ho emphasized.
