Need to clarify the content and concept of culture of law compliance
Speaking at the discussion, Deputy Minister of Justice Nguyen Thanh Ngoc said that the Central Government has issued four Resolutions considered as the "Quad Pillars" to help the country break through and develop in the new era, including Resolution 66 on innovation in law-making and enforcement. Resolution 66 sets out many tasks and solutions to perfect the legal system in the new period, including improving the quality of legal propaganda and education , especially setting out the task of building and forming a culture of law compliance, and the Ministry of Justice is assigned to be the agency in charge of this task.
Deputy Minister Nguyen Thanh Ngoc suggested that delegates focus on clarifying the content and concept of law-abiding culture, identifying the outstanding characteristics and structures, the elements that form the law-abiding culture, the relationship between the law-abiding culture and other concepts that have been and are being implemented such as legal awareness, public service culture, office culture, traffic culture, etc.
In addition, it is necessary to identify factors affecting the formation and maintenance of a culture of law compliance. Based on the local situation, it is necessary to assess the current state of law compliance from three perspectives for civil servants, businesses and people. Deputy Director of the Department of Legal Dissemination, Education and Legal Aid (Ministry of Justice) Phan Hong Nguyen affirmed that "Culture of law compliance" and "building a culture of law compliance" are terms mentioned for the first time in the Conclusion Notice No. 108-KL-TW dated November 18, 2025 of the Central Party Office on the direction of General Secretary To Lam at the working session with the Party Committee of the Ministry of Justice and Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law making and enforcement to meet the requirements of national renewal in the new era.
Most recently, at the National Law Portal Opening Forum and dialogue with businesses, Prime Minister Pham Minh Chinh continued to emphasize the issue of law compliance culture and building a law compliance culture in the business community.
To have solutions to promote the building of a culture of law compliance among cadres, party members, civil servants in particular and the people in general, it is first necessary to clarify and have consensus on the concept, content, factors forming and affecting the culture of law compliance.
Accordingly, the culture of law compliance in a broad sense is the values, norms, and habits formed and maintained in the community and expressed through attitudes of respect for the law, beliefs and correct perceptions of the law, behavior, and compliance with the law in a proactive, positive, voluntary, and complete manner...
How to make people have a culture of law compliance?
At the seminar, delegates discussed and gave comments on the terminology, connotation of culture of law compliance, criteria for assessing and measuring culture of law compliance among officials and people; practices of culture of law compliance in the world and experiences and lessons for Vietnam; proposed a number of proposals and solutions to contribute to innovation in the dissemination of legal education and building a culture of law compliance...
Most opinions agree that "culture of law compliance" is an integral part of legal culture and at the same time a constituent element of the overall culture of society.
The representative of the Supreme People's Court said that focusing on building a culture of law compliance, ensuring respect for the Constitution and the law has become an inevitable requirement, not only for the state apparatus but also for all people. This is a fundamental factor contributing to the close connection between the stages of law making and law enforcement, aiming at sustainable social development, strengthening people's trust in justice and institutions.
However, reality shows that compliance with the law in society still has certain limitations, both in terms of awareness, enforcement organization and legal behavior in life. Therefore, our Party has clearly identified the central role of the law and emphasized the need to improve the effectiveness of law enforcement in social life.
In particular, Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era has set out major directions to innovate legal thinking, promote the role of law in national governance, and at the same time emphasize the responsibility of the entire political system and people in building a legal culture, strengthening the awareness of law compliance as a standard of conduct for all subjects in modern society.
Sharing about the culture of law compliance in the world, MSc. Pham Ngan Ha, Department of Legislation and Science Management, Supreme People's Procuracy said that the culture of law compliance in Germany is formed through the historical context, education system as well as citizen awareness, social norms and people's belief in the law of this country.
From consulting the world's experience, MSc. Pham Ngan Ha believes that Vietnam needs to promote civic values and strengthen a unified national identity; improve law enforcement capacity while ensuring fairness; in addition, it is necessary to focus on investing in legal education and civic education.
From a local perspective, Ms. Pham Thi Thanh Huong, Deputy Director of the Hanoi Department of Justice, said that the culture of law-making among the people of the capital comes from the previous culture of Hanoians. So how can people have a culture of law compliance? The Department of Justice believes that it is necessary to continue to improve the legal system and enforcement mechanisms to be clear, transparent, feasible, effective, accessible and applicable in practice;

In particular, it is necessary to promote the dissemination and education of law so that people fully understand the content of legal documents issued in each period, especially newly issued legal documents.
In addition, it is necessary to consider compliance with the law as an important element of culture; create conditions for people to voluntarily and consciously comply with culture; combine legal education with moral and cultural education, gradually improve people's qualifications in all aspects; bring legal teaching into the school system...
Need to strengthen dissemination and education of law
Concluding the discussion, Deputy Minister of Justice Nguyen Thanh Ngoc emphasized that people are the center, so the concept of "culture of law compliance" must help people understand. In which, the necessary factor is "compliance with the law; the sufficient factor is behavior and response to the law becomes self-aware, proactive, becomes a habit, a way of life and then raised to "culture".
"The concept of culture has many different definitions, but in general it includes all material and spiritual values created by humans, accumulated over many generations, including both tangible and intangible elements, but these elements must become social standards and be recognized by society...", Deputy Minister Nguyen Thanh Ngoc emphasized.
Regarding the factors affecting the formation of culture, Deputy Minister Nguyen Thanh Ngoc stated that this is reflected in two aspects: Cultural level and legal education. In addition, there are factors related to awareness of ethical values, community culture, belief in the law, strictness in the law, exemplary behavior of law enforcement officers, factors related to living conditions, etc.
Regarding solutions to form and build a "culture of law compliance", Deputy Minister Nguyen Thanh Ngoc said that it is necessary to strengthen the dissemination and education of law in families, schools and society; innovate thinking, improve the effectiveness of legal dissemination and education;
In addition, it is necessary to complete the National Legal Portal - this is a place to both maintain the dissemination of laws and provide legal aid. At the same time, continue to build institutions and perfect laws; ensure the strictness of the law; build a team of officials and civil servants who comply with the law, set an example for people and businesses, and create trust in the law...
