Building a solid theoretical foundation of the Party

In the process of leading the revolution, the Party has always affirmed the decisive role of the theoretical foundation of Marxism-Leninism and Ho Chi Minh Thought, considering theory as the "lighthouse" that guides and orients all practical activities correctly. Regarding the policy of building a two-level local government, theory needs to be clearly understood to facilitate action.

Close to the people, understand the people

From the time of approaching Marxism-Leninism to building a revolutionary dictatorship, President Ho Chi Minh always emphasized the principle of "taking the people as the root", building a government of the people, by the people, for the people. Thanks to that solid theoretical foundation, our Party has led the People to overcome countless difficulties and challenges, bringing the revolution to victory step by step. In the process of innovation, building and defending the Fatherland today, consolidating the theoretical foundation becomes even more urgent, especially when the Party advocates streamlining the apparatus and improving the effectiveness of state management. One of the important theoretical contents concretized by the Party is the 2-level local government model - a strategic step to build a socialist rule-of-law State of the people, by the people, for the people, closer to the people.

The Resolution of the 13th National Party Congress clearly stated: "Continue to innovate and reorganize the political system to be streamlined, effective and efficient." From that orientation, the Party advocates implementing a 2-level local government model (province and commune), reducing the intermediate level (district) to overcome the situation of overlap, cumbersomeness, bureaucracy, and distance from the people. This is a creative application of the principle of democratic centralism, combining state management with promoting the people's mastery.

In theory, the Party emphasizes that streamlining is not a mechanical reduction but a restructuring to increase management efficiency and better serve the people. Reducing the intermediate district level helps shorten the distance between the government and the people, reducing focal points, procedures, and administrative costs. At the same time, strengthening decentralization and delegation of power to the commune level - the place that directly contacts the people to promptly resolve problems arising at the grassroots level. This is the concretization of Ho Chi Minh's thought: "Cadres are the root of all work", "close to the people, understand the people, learn from the people, and be responsible to the people".

Clarity in action

Before merging into the new An Giang province, the old An Giang province had 155 commune-level administrative units, and Kien Giang province had 143 units. After the reorganization, the whole province has 102 communes, wards, and special zones, reducing nearly 66% of administrative units, significantly streamlining the organizational apparatus. The results of operating the 2-level local government model in the province over the past 4 months have been initially stable, without any interruptions in state management. The reduction of district-level intermediaries helps eliminate many unnecessary administrative steps, saving the budget, and reducing the burden on people and businesses. Communes are given more authority, proactively solving problems within their authority, and responding more quickly to people's needs. The government is closer to the people, creating conditions for people to directly participate in policy making and monitoring at the local level.

Party Central Committee member and Provincial Party Secretary Nguyen Tien Hai affirmed: “The reorganization of administrative units has affirmed the great political determination in building a modern, effective, efficient and effective governance. The local government apparatus has been consolidated according to a streamlined, 2-level model, with 102 administrative units (85 communes, 14 wards, 3 special zones), creating favorable conditions for unified management and comprehensive development. People's Councils at all levels increasingly demonstrate their role as local state power agencies, promptly concretizing Party resolutions, issuing many important mechanisms and policies, and at the same time improving the quality of supervision activities.”

According to comrade Nguyen Tien Hai, on the basis of a streamlined and efficient government apparatus, People's Committees at all levels have strongly shifted to the role of creating, accompanying businesses, implementing administrative reforms with digital transformation, moving towards all procedures being resolved in the electronic environment and connected to the National Public Service Portal. The work of receiving people, resolving complaints and denunciations has received attention, most of the complicated, backlogged, and prolonged cases have been fundamentally handled, creating trust among the people. This is a breakthrough in realizing the motto "Socialist rule of law state of the people, by the people, for the people".

The theory of building a two-level local government has been initially tested in practice as a step in the right direction. However, to promote long-term effectiveness, it is necessary to strengthen the theoretical foundation among cadres and party members. Accordingly, it is necessary to strengthen political and ideological education, thoroughly grasp the Central Committee's directives and resolutions on streamlining the apparatus; organize theoretical training for cadres at all levels, helping them clearly perceive the scientific and revolutionary nature of the two-level local government model. Only when cadres are imbued with theory can they act correctly and creatively in practice, so that practice reinforces theory and supports sustainable development. At the same time, strengthen the supervision of people's councils, the Fatherland Front, organizations and people on government activities; build a quick response mechanism, strictly handle manifestations of bureaucracy, distance from the people, and group interests; promote the role of the community in monitoring and participating in policy making through digital platforms.

To effectively build a two-level local government model, Provincial Party Secretary Nguyen Tien Hai requested innovation in mass mobilization work according to the motto "Respecting the people, being close to the people, understanding the people, learning from the people, for the people"; promoting administrative reform, digital transformation, building a streamlined, modern, transparent government, serving the people.
