Accordingly, provincial departments, branches and sectors; People's Committees of districts, towns and cities, depending on their assigned functions, tasks and authority, are required to continue to thoroughly grasp and organize the effective implementation of the 2017 Forestry Law and documents guiding the law's implementation; central and provincial documents on strengthening forest protection management, handling illegal deforestation and encroachment of forest land.

Strengthening propaganda and education work to raise awareness, consciousness and responsibility of each cadre, party member and people in implementing legal regulations on forest management, protection and development, forest fire prevention and fighting.

Directing local authorities, functional forces, and forest owners to strictly implement their responsibilities in forest management, protection, and forest fire prevention and fighting; strengthening the urging, inspection, and supervision of forest fire prevention and fighting, in which the motto is to take prevention as the main focus, and fire fighting must be carried out early, from the grassroots.

Strictly control the use of fire in and near forests by people, especially slash-and-burn farming activities, using fire to treat vegetation, promptly prevent and strictly handle acts of using fire that pose a high risk of causing forest fires, especially during periods of prolonged dry and hot weather.

Directing competent authorities and forest owners to develop and implement forest protection plans and forest fire prevention and fighting plans to ensure proactive and timely response when forest fires occur according to the "four on-site" principle, promptly overcoming discovered limitations and shortcomings; proactively arranging forces, means, materials and funding to ensure forest fire prevention and fighting in the area, especially in areas with high risk of forest fires. Organizing close monitoring and supervision to promptly detect fire spots.

Handle responsibility for heads of agencies and organizations if they lack responsibility in leadership and direction leading to forest fires. Strictly handle violations of deforestation and illegal encroachment of forest land, clarify the causes and strictly handle subjects causing forest fires.

Timely commend and reward individuals and organizations that do well in forest protection, forest fire prevention and fighting, and actively participate in forest fire prevention and fighting.
