The Government Office has just issued Document No. 8390/VPCP-VI dated September 8, 2025 conveying the direction of Permanent Deputy Prime Minister Nguyen Hoa Binh on the recent gold market situation.

The dispatch stated: Regarding the recent gold market situation, implementing the direction of the Prime Minister, Permanent Deputy Prime Minister Nguyen Hoa Binh assigned the Government Inspectorate to preside over and coordinate with the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Public Security and the State Bank of Vietnam to urgently establish an inspection team on September 9, 2025 to conduct inspections of compliance with policies and laws of credit institutions and enterprises in gold trading activities, anti-money laundering, creation and use of invoices and documents related to gold trading activities and other related issues;

In case of detecting signs of law violations during the inspection process, immediately transfer information and records to the police agency;

Report to the Prime Minister the inspection results in September 2025.

Gold market report before 11am every Friday

The State Bank of Vietnam urgently, resolutely and drastically takes solutions and measures to improve the efficiency and effectiveness of state management to ensure a safe, healthy, effective and sustainable gold market, absolutely not allowing fluctuations in gold prices to affect the stability and safety of the financial and monetary markets, and macroeconomic stability; periodically report to the Prime Minister and Permanent Deputy Prime Minister Nguyen Hoa Binh on developments in the gold market before 11:00 a.m. every Friday.

Strictly handle violations related to the gold market and gold trading.

The Ministry of Public Security, within its authority and responsibility, directs functional forces to preside over and coordinate with the State Bank of Vietnam and relevant agencies to immediately implement professional measures to strictly and promptly handle violations of the law related to the gold market and gold trading activities, especially "uncompromising" handling of smuggling, fraud, tax evasion, speculation, illegal trading, hoarding, and manipulation of the gold market...

Previously, on September 7, 2025, Prime Minister Pham Minh Chinh signed Official Dispatch No. 159/CD-TTg on directions for directing and operating fiscal and monetary policies.

In the Official Dispatch, the Prime Minister requested the State Bank to closely monitor the developments in world and domestic gold prices, promptly implement necessary solutions and tools according to regulations to stabilize the gold market, narrow the gap between international gold prices and domestic gold prices, and not to negatively impact exchange rates, interest rates, the monetary and foreign exchange markets, and national financial and monetary security and safety, and adversely impact macroeconomic stability.

Strengthen inspection and examination to detect and strictly handle violations, especially acts of manipulation, hoarding, smuggling, speculation, profiteering, illegal trading, etc. causing instability in the gold market.

Timely issue documents guiding the implementation of Decree No. 232/2025/ND-CP dated August 26, 2025 of the Government amending and supplementing Decree No. 24/2012/ND-CP on management of gold trading activities under authority; proactively coordinate with relevant ministries and agencies to synchronously and effectively implement Decree No. 232/2025/ND-CP. Have solutions to effectively prevent negative impacts on the gold market during the transition period.

The Prime Minister assigned the Government Inspectorate to urgently develop a plan and organize effective inspections of credit, banking and gold trading activities in accordance with the law.
