According to regulations of the Department of Education and Training of Bac Ninh, general education institutions develop plans to organize 2-session teaching/day in accordance with the actual situation of the unit, ensuring the implementation roadmap; closely coordinate with local authorities and social forces in the area in the process of organizing 2-session teaching/day to improve quality and efficiency.
Regarding the principles of planning, Mr. Bach Dang Khoa said that, first of all, the plan must ensure consistency with the general education program; based on the results of reviewing the teaching staff, facilities, teaching equipment and actual conditions of the school and locality to meet the learning content, needs, interests and talents of students in the second session.
The plan also needs to ensure the principle of not causing overload, ensuring health and psychology for students; flexibly arrange the duration of session 1 and session 2. In a morning/afternoon session, session 2 should not be interwoven with session 1. Implement openly and transparently; get opinions from teachers, students, parents and relevant organizations before approving the plan.

Regarding the plan's requirements, the Deputy Director of the Department of Education and Training of Bac Ninh emphasized "5 clear" points, specifically:
Clear implementation roadmap: Determine the timeline for each stage from survey, planning, and preparing conditions.
Clear resources: Fully and specifically identify resources in terms of facilities, equipment, teachers, staff, and funding; have plans to mobilize and supplement them promptly.
Clear teaching content and methods: Build a reasonable timetable; clearly define the content of session 1 and session 2; choose diverse teaching methods suitable for each grade and student needs.
Clear responsibilities: Assign specific tasks to managers, professional groups, homeroom teachers, subject teachers, staff, and the Parents' Representative Committee.
Clarify educational results and quality: Identify indicators and criteria for assessing quality at each stage; have a mechanism for periodic inspection, monitoring and reporting.
To ensure the above requirements, the planning process needs to ensure the following steps: Survey and evaluate conditions; develop a master plan; assign responsibilities; and coordinate and monitor mechanisms.
Specifically, schools need to review the current status of facilities, teaching equipment, playgrounds, practice grounds, libraries, and functional rooms; assess the number and structure of teachers and staff; the need for additional or adjusted arrangements; and survey the needs and aspirations of students and their parents.
Then, develop a master plan with the following notes: Clearly state the legal basis, objectives, and scope of application; determine the implementation roadmap for each semester/school year; develop a plan to allocate lessons for the first and second sessions in accordance with the general education program and the actual conditions of the unit and locality; select the content of the second session (review, tutoring, nurturing excellent students, experiential activities, STEM/STEAM education, foreign languages, sports , arts, etc.); prescribe flexible teaching and learning methods to promote students' initiative.
The management staff is responsible for general direction, inspection, supervision, and timely adjustment of any unreasonable issues (if any). The professional team develops detailed plans and teaching content. Teachers conduct teaching, evaluate students, and coordinate with parents. Staff support logistics, facilities, and school health. The parents' representative committee coordinates propaganda, mobilization, and supervision.
Regarding the coordination and monitoring mechanism, it is necessary to closely coordinate with the People's Committees of communes, wards, unions and social organizations in the area. The school publicizes the implementation plan and results; receives comments from parents, students and the community; organizes periodic inspections and assessments and reports to the superior management agency.
