At the 21st session of the 18th Provincial People's Council, a total of 67 voters raised 63 issues via the online hotline.

Among the opinions and recommendations, 1 opinion falls under the jurisdiction of the Central Government; 8 opinions fall under the jurisdiction of the Department of Agriculture and Rural Development; 7 opinions fall under the jurisdiction of the Department of Internal Affairs; 3 opinions fall under the jurisdiction of the Provincial Social Insurance; the departments and agencies each have 2 opinions under their jurisdiction, including: Transportation; Education and Training; Labor - Invalids and Social Affairs; Natural Resources and Environment; Planning and Investment; Provincial People's Court; the departments and agencies each have 1 opinion under their jurisdiction, including: Provincial Military Command, Provincial Police, Department of Construction; 12 opinions fall under the jurisdiction of the Vinh City People's Committee; 5 opinions fall under the jurisdiction of the Dien Chau District People's Committee; the People's Committees of the districts each have 3 opinions under their jurisdiction, including: Hung Nguyen, Nam Dan. The People's Committees of the districts and towns each have 2 opinions within their jurisdiction to resolve, including: Do Luong, Nghi Loc, Cua Lo; the People's Committees of the districts each have 1 opinion within their jurisdiction to resolve, including: Quy Chau, Quynh Luu, Con Cuong, Thai Hoa town.

In addition, there are 8 opinions and suggestions from voters that were raised at previous sessions and have been addressed and answered by the competent authorities.

During the session, the citizen reception department received 10 citizens who submitted petitions and complaints related to land issues, compensation for land clearance, and policies.

Specifically, during the July 11th session, 35 voters submitted feedback and suggestions via the online hotline regarding 34 issues across 4 areas, as follows:

In the areas of land management, environment, compensation, and site clearance, there were 14 comments:

1. Mr. Nguyen Xuan Tu, residing in Hamlet 7, Nam Anh Commune, Nam Dan District, requests the issuance of land use right certificates for his family and 92 other households whose land was sold to them by the Nam Anh Commune People's Committee since 2005.

2. Mr. Dang Van Nam, Head of the Management Board, and Ms. Pham Thi Hong Thai, residing at Vinaconex Apartment Building No. 16, An Duong Vuong Street, Vinh City, petition for the issuance of housing ownership certificates to the residents of this apartment building.

3. Mr. Nguyen Van Tho, Duc Thinh hamlet, Hung Loc commune, Vinh city, requests the issuance of land use right certificates for 11 households using land originating from the 7112 petroleum transport unit under the General Department of Logistics.

4. Ms. Tran Thi Chau, residing in Block 7, Ben Thuy Ward, Vinh City, requests the issuance of a land use right certificate for the plot of land reclaimed by her parents before 1980 in Hamlet 4, Da Son Commune, Do Luong District.

5. Ms. Nguyen Thi Hong, Tan Nghia hamlet, Nghi Xuan commune, Nghi Loc district, requests the issuance of land use right certificates for 25 households who purchased land from the Nghi Xuan commune People's Committee since 2003.

6. Ms. Le Thi Hoai, residing in Lien Tra hamlet, Bong Khe commune, Con Cuong district, requests an increase in compensation, support, and resettlement costs when her family's agricultural land is reclaimed.

7. Mr. Vo Minh Duc, residing in Hamlet 6, Nam Kim Commune, Nam Dan District, requests the issuance of land use right certificates for 85 cases of land allocation done without proper authority in Nam Kim Commune.

8. Ms. Pham Thi Quy and Ms. Nguy Thi Huong, residing in Duy Tan hamlet, Trung Phuc Cuong commune, Nam Dan district, petition for the issuance of land use right certificates to several households in Duy Tan hamlet whose land was sold by the commune People's Committee in 2004.

9. Mr. Pham Hong Nguyen, residing in Hamlet 4, Dien Truong Commune, Dien Chau District, requests the issuance of a land use right certificate for the plot of land he owned, which was sold to him by the Dien Truong Commune People's Committee in 1994. He also requests the provision of boundary markers for National Highway 1A after the expansion and land clearance for households in the commune.

10. Mr. Nguyen Canh An, Permanent Deputy Secretary of the Party Committee of Nghi Thuy Ward, Cua Lo Town, reflected on and proposed four issues: Land conversion, compensation, and resettlement land allocation for two households to expand Yen Luong Temple in Nghi Thuy Ward, Cua Lo Town; the slow progress of the construction of the Lan Chau North Island Resort (Gold City) project; and a request for investment, upgrading, and dredging of the Nghi Thuy Ward fishing port in Cua Lo Town to ensure safe mooring and storm shelter for ships.

11. Mr. Tran Minh Tung, residing in Hong Phong hamlet, Nghi Huong ward, Cua Lo town, requests the land to be reclaimed and compensation paid for the 72m road resettlement project so that his family can have a stable life.

12. Mr. Nguyen Van Tuyet and Mr. Nguyen Tat Tuyet, from Lang Gian hamlet, Nghia Mai commune, Nghia Dan district, petitioned for action regarding the Tam Viet Company's pig farm causing environmental and water pollution, affecting the daily lives of local residents.

13. Mr. Tran Xuan Dung, from Quynh Thuan commune, Quynh Luu district, reported that the North Central Fish Meal Company Limited, located at Lach Quen Fishing Port, and the Quynh Luu Fish Sauce Company Limited are discharging waste that pollutes the environment and affects the daily lives of local people.

14. Mr. Dang Xuan Thuy, Phuc Long hamlet, Hung Tay commune, Hung Nguyen district, requests compensation and support for land clearance when agricultural land is reclaimed for the VSIP Industrial Park and 72m road project.

Construction management, transportation, and urban planning: There are 8 comments.

1. Mr. Nguyen Anh Duc, residing in Hamlet 9, Nghi Phu Commune, Vinh City, proposes the repair, upgrading, and beautification of roads in Hamlet 9, Nghi Phu Commune.

2. Mr. Bui An Thanh, Block 15, Le Loi Ward, Vinh City, requests the early clearance of land to complete the Nguyen Dinh Chieu road, connecting Block 15 and Block 16 of Le Loi Ward.

3. Mr. Dinh Duy Dung, Phuc Loc Block, Vinh Tan Ward, Vinh City, requests that land be cleared soon to complete the road project extending from Le Mao Street to Luc Nien Street.

4. Mr. Duong Quoc Chien, residing at 46 Nguyen Trai Street, Vinh City, reported that the drainage system at the Quan Bau intersection is frequently clogged, causing an eyesore and posing a safety risk to road users during the rainy season.

5. Mr. Nguyen Van Doan, residing in Hamlet 3, Tan Thanh Commune, Yen Thanh District, requests the repair and upgrading of Provincial Road 538E, the section passing through Tan Thanh Commune, to ensure traffic safety for local residents.

6. Voters in Nghi Xuan commune, Nghi Loc district, have reported that large trucks speeding on Provincial Road 535 pose a traffic safety hazard.

7. Mr. Hoang Van Long, Block 2, Le Loi Ward, Vinh City, suggested strengthening investment promotion activities for deep-water ports to develop the province's economy .

8. Mr. Le Xuan Trong, from the Intermediate Level Block, Long Son Ward, Thai Hoa Town, proposes adjusting the planning of the N2 road section passing through Long Son Ward to allow households to repair and build houses.

Internal affairs, regulations, policies, and administrative procedures: There are 10 comments.

1. Mr. Nguyen Dinh Luong, from Quyet Tien hamlet, Khanh Hop commune, Nghi Loc district, reported that Quyet Tien hamlet, Khanh Hop commune, was established by merging three hamlets with an excessively large area. He requested a review of the merger process to ensure it is more efficient and reasonable.

2. Ms. Tran Hoa, reporter from the Nghi Loc District Cultural and Sports Center, and Ms. Truong Thi Be Vinh, reporter from the Quy Chau District Cultural and Sports Center, proposed the recruitment of contract employees into permanent positions to ensure their job security. They also requested attention to support and livelihood assurance for these individuals.

3. Ms. Tang Thi Nhung, an official of the Tan Ky Town People's Committee, proposed regulations on allowances for positions such as the Chairperson of the Inspection Committee, Head of the Mass Mobilization Department, Head of the Steering Committee for the "Skilled Mass Mobilization" movement, etc., and increased allowances for officials of mass organizations at the commune level.

4. Mr. Phan Quoc Ky, a cultural official of Tan Xuan commune, Tan Ky district, proposes resolving the issue of concurrent duties related to the commune's cultural center and radio station.

5. Voters in Chi Khe commune, Con Cuong district, requested that commune officials be assigned to the position of Commune Party Committee Office to ensure the smooth running of the work; and that funding be considered and allocated to support district officials transferred to the commune so that they can work with peace of mind.

6. Mr. Nguyen Van Trung, residing in Hamlet 2, Nam Giang Commune, Nam Dan District, requests retroactive payment of benefits for victims of chemical poisoning for his family.

7. Mr. Nguyen Gia Linh, Hoa Son hamlet, Van Thanh commune, Yen Thanh district, asks whether the wife of a fallen soldier is eligible for housing support.

8. Mr. Le Thuy Phuong, Tan Tien block, Le Mao ward, Vinh city, proposed addressing the inadequacies in paperwork resulting from address changes after the merger of communes and wards, so that people can carry out administrative and civil procedures more conveniently.

9. Mr. Nguyen Van Phuong, residing in Kim Lien hamlet, Nghi Lien commune, Vinh City, complained that the Nghe An Water Plant's requirement to photocopy land use right certificates and citizen identification cards to supplement water supply application documents is unnecessary and inconvenient for residents.

10. Voter Ngo Anh Man, Trung Thanh Hamlet, Nghia Trung Commune, Nghia Dan District, petitioned for a resolution regarding his participation in combat in the Lao People's Democratic Republic from February 1984 to April 1987, but he has not yet received the medals and decorations for his international service.

Education and Training Sector: There are 2 opinions.

1. Mr. Nguyen Quang Hoa, Block 16, Ha Huy Tap Ward, Vinh City, proposes expanding or establishing more public high schools in Vinh City to ensure the educational needs of students in the area are met.

2. Mr. Tran Xuan Nghi, a teacher at Quynh Vinh A Primary School in Hoang Mai town, proposed adding more qualified teachers to Quynh Vinh A Primary School to ensure the quality of teaching and learning.

In addition, the online hotline of the 21st session of the Provincial People's Council on July 11th continued to receive 5 opinions from citizens that had been raised at previous sessions and had been resolved and answered by the competent authorities, including: Mr. Nguyen Quang Hoa, Block 16, Ha Huy Tap Ward, Vinh City; Mr. Nguyen Van Tho, Duc Thinh Hamlet, Hung Loc Commune, Vinh City; Mr. Nguyen Cong Tan, Hamlet 1, Thanh Hung Commune, Thanh Chuong District; Mr. Dinh Van Tung, Vinh Long Hamlet, Nghi Long Commune, Nghi Loc District; and Mr. Phan Quoc Ky, Xuan Duong Hamlet, Tan Xuan Commune, Tan Ky District.

Following the 21st session, opinions and suggestions received via online telephone hotlines and letters received through the citizen reception department at the session will be studied and considered by the Standing Committee of the Provincial People's Council, and forwarded to the aforementioned agencies for resolution and response to voters in accordance with regulations. The Standing Committee of the Provincial People's Council requests the Provincial People's Committee, provincial departments and agencies, and the People's Committees of districts, cities, and towns to pay attention to and promptly resolve the legitimate opinions and suggestions of voters.
