Open technology helps achieve digital trust – a key factor for the success of the “greatest migration” in human history – the move from the physical world to the virtual world. Open technology helps countries own the technology they use – which is especially important when that technology is used to build critical national infrastructure.
Open technology helps the whole population to be creative by unleashing the creative capacity of each individual. “For a country like Vietnam, if we want to go ahead, we have to stand on the shoulders of others. Choosing to develop open technology, choosing to develop open source software, choosing to open data for individuals and businesses to participate in creating new values is our orientation. With this orientation, Vietnam will develop into a technological nation, based on and inheriting human knowledge but also contributing to human knowledge ” - Mr. Hung affirmed.
Regarding the theme of this year's Open Summit: AI with open technology and open source, Minister Nguyen Manh Hung affirmed that this is a commitment and strategy to develop and master Vietnamese technology, to Make in Vietnam and for Vietnam to break through and rise up. He also said that Vietnam Open Summit 2025 will present an Action Program for 2026 to develop the Vietnamese open community, especially in AI.
With that vision, the Minister called for: “Each agency and enterprise should take on a job and commit to action. State agencies should act to build policies and strategies. Enterprises should act to develop platforms. Training institutions should act to nurture and develop open communities.”
Also affirming the importance of open source, especially in developing the AI ecosystem, Associate Professor Dr. Ngo Hong Son , Chairman of the VFOSSA Free and Open Source Software Club, said that Vietnam should build a national open source AI strategy with three pillars: Open data - open standards - open source; Developing the community and internal capacity through human resource training ; Ensuring digital sovereignty and technological autonomy. This strategy can be carried out through three key groups of actions including perfecting institutions and laws, having systematic incentive and investment policies, and building communities and technical standards.
